57 October 12, 1976 "A RESOLUTION TO AUTHORIZE THE VIRGINIA PORT AUTHORITY TO EXPEND $10,O00.OO IN TERMINAL REVENUE TO PROVIDE SECURITY MEASURES FOR THE OPERATION OF A GENERAL PURPOSE FOREIGN TRADE ZONE AT PROPERTY KNO~IN AS THE COLUMBIA YACHT PROPERTY. ~HBREAS, the Virginia Port Authority has requested authorization from ~Portsmouth City CoUncil to expend funds to provide adequate security measures for the operation of a general purpose foreign trade zone as part of the operation at the Portsmouth Marine Terminals; and WHEREAS, the Virginia Port Authority is required by the Port Unification Agreement to obtain consent from City Council before making such expenditures; and WHEREAS, the expenditures to be made will be funded from revenue generated by the Ports~ mouth Marine Terminals; and WHEREAS, this PortsmOuth City Council after duly considering the contemplated expenditure is of the opinion that such expenditures are necessary and prudent for the operation of Portsmouth Marine Terminals. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it approves expenditures of Ten Thousand and O0/i00 ($10,000.) Dollars in terminal revenue necessary to provide adeqUate security measures for the operation of a general purpose foreign trade zone at property known as the Columbia Yacht property." Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz Nays: None 76-414 "Consideration of a resolution authorizing the City Manager to release certain temporary construction easements along the north side of the Crawford Connector from Court Street east to Columbia Street and on the east side of the Crawford Connector from South Street north to Columbia Street. This construction easement was obtained for the purpose of construction~of the Crawford Connector. This construction'is now complete and the construction easement is no longer re- quired. The City Manager recommends adoption." On motion ~f~Mr~ Barnes and seconded by Mr, Oast, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND ABANDON CERTAIN TEMPORARY CONSTRUCTION EASEMENTS ALONG THE NORTH SIDE OF THE CRAWFORD CON- NECTOR FROM COURT STREET EAST TO COLUMBIA STREET AND ON THE BAST SIDE OF CRAWFORD CONNECTOR FROM SOUTH STREET NORTH TO COLUMBIA STREET. WHEREAS/ in the development of the Crawford Connector, certain temporary construction easements were obtained by the City of Portsmouth and the Department of Highways and Transpor- tation of the Commonwealth of Virginia on the property abutting the Crawford Connector; and WHEREAS, the Department of Highways and Transportation of the Commonwealth of Virginia has advised that said easements are no longer required for construction or maintenance of said streets and highways; and WHEREAS, Portsmouth Redevelopment and Housing Authority has requested that said construction easements be released for the purpose of development of the underlying propertie NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to release and abandon certain tempora: construction easements along the north side of the Crawford Connector from Court Street east to Columbia Street and on the east side of Crawford Connector from South Street north to Columbia Street. BB IT FURTHER RESOLVED that the City Manager and the City Clerk is authorized to execute such documents as may be necessary to complete this release." Ayes: Barnes, Early, ElliOtt, Holley, Oast, Wentz Nays: None 76-41S "Consideration of a resolution authorizing the City Manager to release a 10' drainage easement on Rolen Drive and Verne Avenue. The 10' drainage easement was acquired when this property was in Norfolk County. The City has a 60' right-of-way in this area which is adequate for street and drainage easements when the City constructs additional drainage in this section based on the priority list. The City Manager recommends adoption." On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopte. and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND VACATE A CERTAIN 10 FOOT DRAINAGE EASEMENT ON PROPERTY ON ROLEN DRIVE AND VERNE AVENUE, PORTSMOUTH, VIRGINIA.
