57 <br /> <br />October 12, 1976 <br /> <br />"A RESOLUTION TO AUTHORIZE THE VIRGINIA PORT AUTHORITY TO EXPEND $10,O00.OO <br />IN TERMINAL REVENUE TO PROVIDE SECURITY MEASURES FOR THE OPERATION OF A <br />GENERAL PURPOSE FOREIGN TRADE ZONE AT PROPERTY KNO~IN AS THE COLUMBIA YACHT <br />PROPERTY. <br /> <br /> ~HBREAS, the Virginia Port Authority has requested authorization from ~Portsmouth City <br />CoUncil to expend funds to provide adequate security measures for the operation of a general <br />purpose foreign trade zone as part of the operation at the Portsmouth Marine Terminals; <br />and <br /> <br /> WHEREAS, the Virginia Port Authority is required by the Port Unification Agreement <br />to obtain consent from City Council before making such expenditures; and <br /> <br /> WHEREAS, the expenditures to be made will be funded from revenue generated by the Ports~ <br />mouth Marine Terminals; and <br /> <br /> WHEREAS, this PortsmOuth City Council after duly considering the contemplated expenditure <br />is of the opinion that such expenditures are necessary and prudent for the operation of <br />Portsmouth Marine Terminals. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it approves expenditures of Ten Thousand and O0/i00 ($10,000.) Dollars in terminal <br />revenue necessary to provide adeqUate security measures for the operation of a general purpose <br />foreign trade zone at property known as the Columbia Yacht property." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76-414 "Consideration of a resolution authorizing the City Manager to release certain <br />temporary construction easements along the north side of the Crawford Connector from Court <br />Street east to Columbia Street and on the east side of the Crawford Connector from South <br />Street north to Columbia Street. <br /> <br /> This construction easement was obtained for the purpose of construction~of the Crawford <br />Connector. This construction'is now complete and the construction easement is no longer re- <br />quired. The City Manager recommends adoption." <br /> <br /> On motion ~f~Mr~ Barnes and seconded by Mr, Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND ABANDON CERTAIN <br />TEMPORARY CONSTRUCTION EASEMENTS ALONG THE NORTH SIDE OF THE CRAWFORD CON- <br />NECTOR FROM COURT STREET EAST TO COLUMBIA STREET AND ON THE BAST SIDE OF <br />CRAWFORD CONNECTOR FROM SOUTH STREET NORTH TO COLUMBIA STREET. <br /> <br /> WHEREAS/ in the development of the Crawford Connector, certain temporary construction <br />easements were obtained by the City of Portsmouth and the Department of Highways and Transpor- <br />tation of the Commonwealth of Virginia on the property abutting the Crawford Connector; <br />and <br /> <br /> WHEREAS, the Department of Highways and Transportation of the Commonwealth of Virginia <br />has advised that said easements are no longer required for construction or maintenance of <br />said streets and highways; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has requested that said <br />construction easements be released for the purpose of development of the underlying propertie <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to release and abandon certain tempora: <br />construction easements along the north side of the Crawford Connector from Court Street <br />east to Columbia Street and on the east side of Crawford Connector from South Street north <br />to Columbia Street. <br /> <br /> BB IT FURTHER RESOLVED that the City Manager and the City Clerk is authorized to execute <br />such documents as may be necessary to complete this release." <br /> <br />Ayes: Barnes, Early, ElliOtt, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76-41S "Consideration of a resolution authorizing the City Manager to release a 10' <br />drainage easement on Rolen Drive and Verne Avenue. <br /> <br /> The 10' drainage easement was acquired when this property was in Norfolk County. The <br />City has a 60' right-of-way in this area which is adequate for street and drainage easements <br />when the City constructs additional drainage in this section based on the priority list. <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopte. <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND VACATE A CERTAIN <br />10 FOOT DRAINAGE EASEMENT ON PROPERTY ON ROLEN DRIVE AND VERNE AVENUE, <br />PORTSMOUTH, VIRGINIA. <br /> <br /> <br />
