October 12, 1976 On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was adopted on first and final reading, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY ADDING THERETO SECTION 38-96, PERTAINING TO FAILURE TO CONNECT TO PUBLIC SEWER." Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz Nays: None 76-gt0 "Consideration of an ordinance on first reading to appropriate $93,500 from the General Fund for the Federal operating subsidy to the Tidewater Transportation District Commission in connection with the take-over of the Elizabeth River Tunnel Bus Service. The State has agreed to subsidize the operation of the bus service through the Elizabeth River Tunnel during the period that tolls remain in effect. This appropriation is for the 50% Federal share that will be used to match the State appropriation. This appropriation does not include any local funds. The City Manager recommends adoption on first reading. On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved on'first reading, and by unanimous vote: "AN ORDINANCE FO APPROPRIATE ~93,500 FROM THE GENERAL FUND FOR THE OPERATING SUBSIDY TO TIDEWATER TRANSPORTATION DISTRICT COMMISSION WITH THE TAKB-OVEROF THE ELIZABETH RIVER TERMINAL SERVICE." FEDERAL IN CONNECTION 76-411 "Consideration of a motion authorizing the City Manager to advise the South- eastern Virginia Planning District Commission of the City's position on alternatives for public transportation. A copy of the proposed letter is attached for your information. recommends adoption." The City Manager Motion of Mr. Barnes and seconded by Mr. Elliott, that the City Manager be authorized to advise the SVPDC, was adopted by unanimous vote. 76-412 "Consideration of a resolution requesting the Tidewater Transportation District Commission to institute the necessary proceedings to set the fare at 25~ for the Naval Ship- yard Loop as an extension of the tunnel bus service. The Tidewater Transportation District Commission through negotiations with the Elizabeth River Tunnel Commission has instituted a loop to the Navy Yard as an extension of the current service to and from Portsmouth through the downtown tunnel. The City Manager recommends adoption. On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted~ and by the following vote: "A RESOLUTION REQUESTING THE TIDEWATER TRANSPORTATION DISTRICT COMMISSION TO INSTITUTE NECESSARY PROCEEDINGS TO SBT THE FARE AT TWENTY-FIVE CENTS FOR THE NAVAL SHIPYARD LOOP AS AN EXTENSION OF THE ELIZABETH RIVER TUNNEL BUS SERVICE. WHEREAS, the Tidewater Transportation Commission's District Executive Director has recommended a new fare of TwentytCive (25) Cents for a proposed new Naval Shipyard bus service; and WHEREAS, this City Council has carefully considered the benefits of such Naval Shipyard loop. BB IT THEREFORE RESOLVED by the Council of the City of Portsmouth,.Virginia, that it requests the Tidewater TransPortation District Commission to institute necessary proceedings to set the fare at Twenty-Five (2S) Cents for the Naval Shipyard loop as an extension of the Elizabeth River Tunnel bus service." Ayes: Barnes, Early, Blliott, Holley, Oast, Wentz Nays: None 76-413 - "Consideration of a resolution authorizing the Virginia Port Authority to expen, up to $10,000 from the port revenues for the purpose of establishing a foreign trade zone on the old Columbia Yacht Property. The Commissioners of the Virginia Port Authority have authorized the execution of a sub- lease with Portsmouth Terminals, Inc., or its subsidiary for the operation of a foreign trade zone. Prior to beginning operation, it is necessary for the Virginia Port Authority to expen~ $10,000 to proiide adequate security measures on the i,eased property. The CitY Manager re- commends adoption."
