October 12, 1976 <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY ADDING THERETO SECTION 38-96, PERTAINING TO FAILURE TO CONNECT TO PUBLIC <br /> SEWER." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76-gt0 "Consideration of an ordinance on first reading to appropriate $93,500 from the <br />General Fund for the Federal operating subsidy to the Tidewater Transportation District <br />Commission in connection with the take-over of the Elizabeth River Tunnel Bus Service. <br /> <br /> The State has agreed to subsidize the operation of the bus service through the Elizabeth <br />River Tunnel during the period that tolls remain in effect. This appropriation is for the <br />50% Federal share that will be used to match the State appropriation. This appropriation does <br />not include any local funds. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on'first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE FO APPROPRIATE ~93,500 FROM THE GENERAL FUND FOR THE <br />OPERATING SUBSIDY TO TIDEWATER TRANSPORTATION DISTRICT COMMISSION <br />WITH THE TAKB-OVEROF THE ELIZABETH RIVER TERMINAL SERVICE." <br /> <br /> FEDERAL <br />IN CONNECTION <br /> <br /> 76-411 "Consideration of a motion authorizing the City Manager to advise the South- <br />eastern Virginia Planning District Commission of the City's position on alternatives for <br />public transportation. <br /> <br /> A copy of the proposed letter is attached for your information. <br />recommends adoption." <br /> <br />The City Manager <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, that the City Manager be authorized <br />to advise the SVPDC, was adopted by unanimous vote. <br /> <br /> 76-412 "Consideration of a resolution requesting the Tidewater Transportation District <br />Commission to institute the necessary proceedings to set the fare at 25~ for the Naval Ship- <br />yard Loop as an extension of the tunnel bus service. <br /> <br /> The Tidewater Transportation District Commission through negotiations with the Elizabeth <br />River Tunnel Commission has instituted a loop to the Navy Yard as an extension of the current <br />service to and from Portsmouth through the downtown tunnel. The City Manager recommends <br />adoption. <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted~ <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE TIDEWATER TRANSPORTATION DISTRICT COMMISSION TO <br />INSTITUTE NECESSARY PROCEEDINGS TO SBT THE FARE AT TWENTY-FIVE CENTS FOR THE <br />NAVAL SHIPYARD LOOP AS AN EXTENSION OF THE ELIZABETH RIVER TUNNEL BUS SERVICE. <br /> <br /> WHEREAS, the Tidewater Transportation Commission's District Executive Director has <br />recommended a new fare of TwentytCive (25) Cents for a proposed new Naval Shipyard bus service; <br />and <br /> <br /> WHEREAS, this City Council has carefully considered the benefits of such Naval Shipyard <br />loop. <br /> <br /> BB IT THEREFORE RESOLVED by the Council of the City of Portsmouth,.Virginia, that it <br />requests the Tidewater TransPortation District Commission to institute necessary proceedings <br />to set the fare at Twenty-Five (2S) Cents for the Naval Shipyard loop as an extension of <br />the Elizabeth River Tunnel bus service." <br /> <br /> Ayes: Barnes, Early, Blliott, Holley, Oast, Wentz <br /> Nays: None <br /> <br /> 76-413 - "Consideration of a resolution authorizing the Virginia Port Authority to expen, <br />up to $10,000 from the port revenues for the purpose of establishing a foreign trade zone <br />on the old Columbia Yacht Property. <br /> The Commissioners of the Virginia Port Authority have authorized the execution of a sub- <br />lease with Portsmouth Terminals, Inc., or its subsidiary for the operation of a foreign trade <br />zone. Prior to beginning operation, it is necessary for the Virginia Port Authority to expen~ <br />$10,000 to proiide adequate security measures on the i,eased property.
