67 October 26, 1976 secondedbby Mr. Oast, the follOwing resolution was adopted, On motion of Mr. Barnes and and by the following vote: "A RESOLUTION APPROVING THE PROJECTS AND THE PRIORITY FOR THE PROJECTS TO BE SUBMITTED TO THE ECONOMIC DEVELOPMENT ADMINISTRATION FOR FUNDING UNDER THE PUBLIC WORKS LEGISLATION. WHEREAS, the City of Portsmouth, Virginia has prepared an application funding of certain projects pursuant to the Local Public Works Act; and WHEREAS, the Council of the City of Portsmouth, Virginia, has reviewed including the understandings and assurances contained therein. for federal said application, NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that Council approves the following projects and sets out their priority in numerical seqqemnee to be submitted to the Economic Development Administration for funding under the Public Works Legislation. £6r~rC.i~ AMga .Of ~d~Yotk And PoMtsmouth Which Mxceeds The National Unemployment Rate of Approximately 7.6%. Project (1) Curb, gutters and street improvements: Deep Creek Boulevard from Des Moines Avenue to Wright Avenue, Brighton, North Truxtun, Syre Road, Northside; (2) Renovation and Improvements for Portsmouth Cultural Center; (3) Renovation of Harry Hunt Jr. High School; (4) Improvements for Streets and Drainage facilities in Cradock; do City-Wide Unemployment Project Rate Which Exceeds 6-1/2%. (1) Drainage (2) Drainage (3) Drainage Improvements, Elliott Avenue and Beacon Road; (4) Improvements to Godwin Street Pump Station; (S) Development of Churchland Park; (6) Lawrence Stadium Renovation; (7) Construction of Mid-City Family Life Center. BE IT FURTHER RESOLVED that the City Manager or his duly whatever is Improvements, Deep Creek Boulevard to George Washington Highway; Improvements, Cavalier Manor; necessary to present Ayes: Barnes, Early, Nays: None such application to the Elliott, Holley, Oast, authorized representative will Economic Development Administratic Wentz, Davis 76-432 - "Consideration of a resolution to condemn property belonging to Cradock Metal andfRoofing Company." On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution was and by the following vote: "A RESOLUTION TO PROVIDE FOR THE ACQUISITION OP CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH, VIRGINIA, UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER 471 OF THE ACTS OF ASSEMBLY, AS AMENDED, SAID PROPERTY BEING NECESSARY FOR THE CONSTRUCTION, ALTERATION AND ~INTENANCE OF PARADISE CREEK DRAINAGE PROJECT. Sheet ~dopted, WHEREAS, the City of Portsmouth has found it necessary to acquire interests hereinafter specified in and to the hereinafter described parcel of land situate in the City of Portsmout~ Virginia, for the purpose of constructing, altering and maintaining ~he Paradise Creek Drain- age Project; and WHEREAS, the City of Portsmouth has nor been able to purchase property described herein, necessary to the project, because the owners thereof in the City have not been able to agree upon price to be paid therefor; and WHEREAS, advancement of the work and use of the said project will be delayed unreasonabl~ if said property is not made available as soon as possible. NOW, THEREFORE, BEFIT RESOLVED by the CounCil of the City of Portsmouth, Virginia:
