October 26, 1976 <br /> <br /> "Consideration of a motion authorizing award to the lowest responsible bidder, on first <br />reading, in order to complete construction prior to inclement weather." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to award contract for work to Ports- <br />mouth Paving Corporation in the amount of $84,868; contract for materials to Empire Sales in <br />the amount of $3,908, both being lowest responsible bidders, was adopted by unanimous vote. <br /> <br />Mayor Davis returned to the Council Chamber. <br /> <br /> 76-428 - "Consideration of an ordinance on first reading to appropriate $20,000 from the <br />Capital Improvements fund for engineering costs associated with the design and specs for the <br />reconstruction of Greenwood Drive from Victory Boulevard to Rotunda Street. <br /> <br /> This appropriation will provide the necessary funds to design street, drainage, and curb <br />and gutter improvements required to reconstruct a 20' wide section of Greenwood Drive from <br />Victory Boulevard to Rotunda Street. This project is included in the 1976-77 Capital Improve- <br />ments Program under the category of urban transportation. The City Manager recommends adoptio~ <br />on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING COSTS ASSOCIATED WITH DESIGN AND DRAWING SPECIFICATIONS FOR THE <br />RECONSTRUCTION OF GREENWOOD DRIVE FROM VICTORY BOULEVARD TO ROTUNDA STREET." <br /> <br /> 76-429 "Consideration of an ordinance on <br />Capital Improvements fund for the establishment <br />and Recreation. <br /> <br />first reading <br />of the Capital <br /> <br />to appropriate $50,000 from the <br />Incentive Projects for Parks <br /> <br /> The 1976-77 Capital Improvements Program included ~25,000 of City funds with which to <br />match funds raised in communities and neighborhoods for developing capital projects for re- <br />creation. This appropriation includes the $25,000 earmarked as City funds and the balance of <br />the expenditures will be received from the community organizations on an application basis. <br />The City Manager ~commends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />ESTABLISHING OF CAPITAL INCENTIVE PROJECTS FOR PARKS AND RECREATION." <br /> <br /> 76-430 "Consideration of an ordinance to amend the City Code pertaining to fi~e and <br />police divisions and installation of automatic telephone security alarms. <br /> <br /> This ordinance will require the persons or corporations installing such security systems <br />to establish and pay for additional telephone lines, so as not to interfere with regular <br />emergency telephone lines to the Emergency Operating Center. This ordinance is recommended <br />due to the fact that the emergency systems are automatic dial-ups based on a noise level and <br />could create a situation where the emergency lines would be totally jammed making the police <br />and fire divisions unavilable to the citizens on the regular phone lines~ The City Manager <br />recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING ARTICLE VIII OF CHAPTER 2 THEREOF PERTAINING TO FIRE AND POLICE DIVISIONS <br />AND INSTALLATION OF AUTOMATIC TELEPHONE SECURITY ALARMS." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 76-431 "Consideration of <br />projects to be submitted to the <br />Public Works legislation. <br /> <br />a resolution approving the projects <br />Economic Development Administration <br /> <br />and the priority for the <br />for funding under the <br /> <br /> Due to the relatively high city-wide unemployment rate ~ the City, compared to other <br />cities in the State, it appears that the City will be eligible for projects under the Local <br />Public Works Act. The attached list of ma3or projects are the recommended projects; and, are <br />shown in priority sequence. The projects have been arranged so that the constructicn areas wi <br />be in the highest unemployment census tracts in the City. A copy of a letter from the School <br />Board requesting a high priority for Harry Hunt Junior High School is attached for your in- <br />formation. The City Manager recommends adoption." <br /> <br />Letter from School Board <br /> <br /> "At the regular meeting on October 14, 1976, the School Board of the City of Portsmouth <br />received and approved an application for funds available under PL-94-369, Section 107 (Public <br />Works Law). The draft proposal will be submitted on Friday, October 22, 1976 to Mr. Lee Cobb, <br />Economic Development Coordinator who is coordinating the City's efforts under this act. <br /> <br /> In addition, the Board urges that the City Council assign a high priority to the proposal. <br />By so doing, Phase III of the renovation at Harry Hunt may be accomplished." <br /> <br /> <br />
