<br />         If the equipment were ordered immediately, it would take approximately 2 months for
<br />~elivery and installation before the signals could be of any benefit at the crosswalk. In
<br />view of this and the fact that changes are projected in pedestrian traffic patterns in this
<br />area within the next 6 months, it will be my recommendation to use school guards at the cross~
<br />walk until the parking lot on the northeast corner of High and Willett has been completed
<br />and put in use. Upon completion of this, we can then evaluate the amount of pedestrian traffi
<br />utilizing the crosswalk to determine if the signal lights and crosswalk lights are justified.
<br />
<br />        There are approximately 30,000 vehicles per day traveling east and west on High Street.
<br />Therefore, I feel it is imperative that we determine the future pedestrian traffic in this
<br />area prior to the installation of additional signals.
<br />
<br />        The visiting hours at the hospital are currently 2 to 4 p.m. and 7 to 8:$0 p,m. The
<br />work shifts at the hospital start at 7 a.m., $ p.m., and 11 p.m. We currently have school
<br />guards working at the West Road area from 7:15 a.m. to 7:45 a.m. and from 1:45 a.m. to 2:15
<br />p.m. in the afternoon. The addition of a school guard at the crosswalk would be provided
<br />for the afternoon visiting hours and for the work shifts at 7 a.m. and 3 p.m. This would
<br />also provide a protected crosswalk for those students staying after school for extra cu~ricul~
<br />activitie's and returning home between the hours of 2 and 4 p.m.
<br />
<br />        In reviewing the Police Department's accident records, there have been 9 pedestrian
<br />accidents in the 3600 block of High Street from January 1, 1971 until September 10, 1976.
<br />However, 4 of the pedestrian accidents have occurred in 1976. I feel that there is definite
<br />correlation between the increase in the number of accidents and the removal~of the visitor's
<br />parking from the ~north side of High Street during the construction at Maryview Hospital.
<br />
<br />        Therefore, it is my recommendation that we provide the security guard at the crosswalk
<br />in the interim in order that we may completely evaluate the need for additional signalization
<br />in this area when the visitor's parking is reinstalled on the north side of High Street."

<br />        Motion of Mr. Wentz and seconded by Mr. Elliott, the report to be received as informatior
<br />was adopted by unanimous vote.
<br />
<br />        76-464 - "Submission of the Quarterly Financial Report on the City operating funds; and,
<br />audit of the Revenue Sharing funds for Fiscal Year 1975-76. These reports are being submitted
<br />for your information in accordance with the City Code."
<br />
<br />        Motion of Mr. Oast and seconded by Mr. Elliott, the rp~prt to be receiied aa~;informa-
<br />tion, was adopted by unanimous vote.    .

<br />        76~465 - "Consideration of a motion authorizing the CitMManager to notify the Tide-
<br />water Transportation District Commission of a requested reduction in frequency of service
<br />for Academy Park and Green Acres routes."
<br />
<br />        Motion of Mr. Early and seconded by Mr. Wentz, to concur in the recommendation Of the
<br />City Manager, was adopted by unanimous vote.
<br />
<br />        76-466 - "Consideration of a resolution to provide for the acquisition of certain pro-
<br />perty, under eminent domain proceedings, belonging to: Bessie and Lonnie Small, Gertrude
<br />Hurdle, Beulah Walker, Ellen Williams, Annie andCClyde Dunston, Mildred Rid4tck and Robert
<br />Faltz. The City Manager recommends adoption."
<br />
<br />        On motion of Mr. Wentz and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOULTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY
<br />OF PORTSMOUTH, VIRGINIA, UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER
<br />471 OF THE ACTS OF ASSEMBLY, AS AMENDED, SAID PROPERTY BEING NECESSARY FOR
<br />THE CONSTRUCTION, ALTERATION AND WIDENING OF SYER ROAD.
<br />
<br />        WHEREAS, the City of Portsmouth has found it necessary to acquire the interest hereinafter
<br />specified in and to the hereinafter described parcel of land situate in the City of Portsmout]
<br />Virginia, for the purpose of constructing, altering and maintaining Syer Road; and
<br />
<br />        WHEREAS, the City of Portsmouth has not been able to purchase the property described
<br />herein necessary to the project, because of a defect in the title to the property in that
<br />the location and status of the present record owners cannot be determined; and
<br />
<br />         WHEREAS, advancement of the work and use of said project will be delayed unreasonably
<br />if said property is not made available as soon as possible.
<br />
<br />     NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia,
<br />that the City Attorney be directed to institute eminent domain proceedings against the follow g
<br />property situate in the City of Portsmouth, Virginia, for the purpose of acquiring feasible
<br />title therein, together with any and all easements of access, light or air incident to the~
<br />lands of the landowner abutting upon said property, in accordance with and pursuant to Sectio
<br />2.06, 2.07 and 2.08 of the Charter of the City of Portsmouth (Chapter 471 of the Acts of
<br />Assembly, 1970, as amended), and to deposit to the credit of the Clerk of the Circuit Court
<br />of the City of. Portsmouth as provided by law the sum hereinafter specified to compensate
<br />the owners of the parcel of land described as follows:
