<br />        76-461    "Consideration of a resolution authorizing the City Manager to convey city-owne(
<br />property to the Portsmouth Redevelopment and Housing Authority located at 214 Fourth Street
<br />for consideration of $1,240 (appraised value)."
<br />
<br />        On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adoptecl,
<br />and by the following vote:
<br />
<br />     "A RESOLUTION TO AUTHORIZE TF~ CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO PORTS-
<br />     MOUTH REDEVELOPMENT AND HOUSING AUTHORITY (214 FOURTH STREET).
<br />
<br />        WHEREAS, the City of Portsmouth owns certain hereinafter described real property located
<br />at 214 Fourth Street within the boundaries of The Southside III Redevelopment project; and
<br />
<br />        WHEREAS, the City no longer has need for said property and the same is hereby declared
<br />surplus; and
<br />
<br />        WHEREAS, the Charter of the City of Portsmouth, Section 2.09(c) provides that the City
<br />may sell or convey property to the Commonwealth of. Virginia or any pOlitical subdivision thereof
<br />without advertisement or receiving bids; and
<br />
<br />         WHEREAS, Portsmouth Redevelopment and Housing Authority is a political subdivision of
<br />the Commonwealth of Virginia.
<br />
<br />        NOW THEREFORE, BE IT RESOLVED by the Council of the City of PortsmOuth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to convey the following described City owne
<br />property to Portsmouth Redevelopment and Housing AuThority for the Consideration of $1242.10:
<br />
<br />      All that certain piece or parcel of land, with the improvements thereon,
<br />wituate, lying and being in the City of Portsmouth, Virginia, bounded and
<br />described as follows:
<br />
<br />     Beginning on the West side of Fourth Street 61 feet North of the northwest
<br />intersection of Fourth Street and Harrison Street; thence North along Fourth
<br />Street 50 feet; thence West and parallel with Harrison Street 113 feet; thence
<br />South and parallel with Fourth Street 50 feet; thence East 115 feet to the point
<br />of beginning.
<br />
<br />        BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute
<br />such deeds and other documents as may be necessary to complete this transaction."

<br />        76-462    "Consideration of a motion authorizing the transfer of $20,000 from the emergen~
<br />budget contingency to the Police Department budget for the purchase of bullet proof vests.
<br />
<br />        Funds for this purchase were appropriated during the last fiscal year. However, due to
<br />delivery time of the vests the appropriation expired on June 50, 1976. Therefore, this trans
<br />fer will reestablish the authorization within the General Fund 6~rthe Police Department to pal
<br />for the vests. The City Manager recomJmends adoption."
<br />
<br />        Motion of Mr. Barnes and seconded by Mr. Elliott, that authorization
<br />quested, was adopted by unanimous vote.
<br />
<br />76-465 - The following report from the City Manager was presented:
<br />

<br />        "~nuagammdance with your request, I am submitting herewith my report on the crosswalk
<br />at Maryview Hospital. Through our investigation, we have determined that the new wing on
<br />the hospital is scheduled to be occupied in November of this year. The old section which
<br />was replaced by this new wing is scheduled for demolition in December of this year. As soon
<br />as the demolition has been completed work will begin on the visitors parking lot adjacent
<br />to the hospital and it is estimated that construction will begin sometime in January to be
<br />completed on or before May 1st.
<br />
<br />        When the parking lot has been completed a majority of the pedestrians now using the Mary~
<br />crosswalk will be parking on the side adjacent to the hospital, which it is estimated would
<br />reduce the number of persons using the current crosswalk at Maryview.
<br />
<br />        We have requested and received bids on the equipment that would be required to install
<br />a traffic signal for the crosswalk area at Marywiew. The proposal included the equipment
<br />necessary to synchronize the light at the crosswalk with the light at High Street and Willett
<br />Drive. In other words, when the light at High and Willett turns red, the new light proposed
<br />for the crosswalk would turn red simultaneously. Thereby, only stopping traffic once in a
<br />150 yard area. In addition, the crosswalk would be equipped with walk/don't walk lights and
<br />would work on the button principle similar to those installed in the dow~to%~ area.
<br />
<br />        The equipment would permit the pedestrian to push the button to cross causing the light
<br />and the walk signs to energize and activate the next time the light changes at Willett and
<br />High. If there is no one waiting to cross and the light has not been energized, then the
<br />signals will not be activated. The estimated cost of the equipment necessary to install the
<br />signals and the walk lights is $55,290. A list of the equipment that will be required is
<br />attached for your information.
