<br /> "A RESOLUTION AUTHORIZING THE SCHOOL BOARD TO ~KE GRANT APPLICATIONS AND
<br /> EXPEND STATE AND FEDERAL FUNDS NOT PRESENTLY BUDGETED IN TItE 1976-?? SCHOOL
<br /> BUDGET; DIRECTING THE SCHOOL BOARD TO REPORT RECEIPT AND EXPENDITURE OF SUCH
<br /> FUNDS TO THE CITY ~NAGER.
<br />
<br /> WHEREAS, education funds from a variety of governmental agencies became available during
<br />the fiscal year; and
<br />
<br /> WHEREAS, in many occasions, priority of funding is based upon timely application.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the School
<br />Board of the City of Portsmouth is authorized to make grant applications and expend state
<br />and federal funds not presently budgeted in the 1976-?? school budget.
<br />
<br /> BE IT FURTHER RESOLVED that the Superintendent of Schools is directed to advise the
<br />City Manager of the total sum received and expended.
<br />
<br /> This resolution shall take effect from the date of its adoption."
<br />

<br /> ?6-458 "Consideration of a resolution authorizing the City Manager to convey to the
<br />Portsmouth Redevelopment and Housing AuthOrity property located at 1120 Holladay Street in
<br />the Park View Conservation and Redevelopment Project.
<br />
<br /> This lot was not listed as part of the original property to be acquired. Therefore,
<br />this property is being transferred to the Portsmouth Redevelopment and Housing Authority
<br />for consideration of $1,600 (appraised value). The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Barnes~and seconded by Mr. Elliott, the following resolution was adopte~
<br />and by the following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-O~FNED PROPERTY
<br /> TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (1120 HOLL~DAY STREET,
<br /> PARK VIEW CONSERVATION AND REDEVELOPMENT PROJECT, BLOCK ?, PARCEL 16).
<br />
<br /> WHEREAS, the City of Portsmouth owns a certain hereinafter described parcel of real
<br />property within the boundaries of the Park View Conservation and Redevelopment Project; and
<br />
<br /> WHEREAS, the parcel is no longer needed by the City of Portsmouth and is hereby declared
<br />surplus; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority desires to purchase said
<br />parcel of property for the price of Sixteen Hundred and O0/100 ($1,600.) Dollars for the
<br />purpose of incorporating the same with adjacent property in the conservation and redevelopmenl
<br />areas; and
<br />
<br /> W}~BREAS, Section 2.O9(c) of the Charter of the City of Portsmouth provides that the
<br />City may convey property to the Commonwealth of Virginia or a political subdivision thereof,
<br />without advertisement and without receiving bids; and
<br />
<br /> WHEREAS, Portsmouth Redevelopment And Housing Authority is a political subdivision of
<br />the Commonwealth of Virginia.
<br />
<br /> NOW, THEREEORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to convey the following described property
<br />to Portsmouth Redevelopment And Housing AuthoritY:
<br />
<br /> Ail that certain lot, piece or parcel of land, situate, lying and being
<br /> in the City of Portsmouth, Virginia, bounded and described as follows:
<br />
<br /> Beginning at a point on the north side of HollAday Street, 14S feet west
<br /> from the northwemt~i~e~gec~i~e~ HollRday Street and Pearl Street; thence
<br /> running west and~along the north side of Holliday Street, SO feet; thence
<br /> nOrth and parallel with .Pearl Street 106 feet; thence east and parallel with
<br /> Holladay Street, $O feet; thence south and parallel with Pearl Street, 106
<br /> feet to the Point of Beginning.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to complet
<br /> all transactions and execute all d~cuments incident to such conveyance."

<br /> 76-4S9 - "Consideration of a resolution approving the bid of Mr. ~arvin Goldfarb for

<br /> to accept this bid."
