<br /> WHEREAS, December ? and 21, 1976 are the regularly scheduled meeting dates for the City
<br />Council in the month of December; and
<br />
<br />WHEREAS, December 21 is in the same week of the Christmas holidays; and

<br />WHEREAS, Council does not. deem it necessary to have two City Council meetings in Decembe~

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the schedule

<br />your approval.

<br /> Submission of the overall master plan for the Courthouse site whic~details the renova-
<br />tion of the Courthouse into a Community Art Center; and, a proposed new Naval Museum located
<br />on the same site as part of the cultural complex. Copies of the Portsmouth Cultural Center
<br />Master Plan, furnished by the architectural firm of Williams, Tazewell & Associates, Inc.,
<br />are included for your information and consideration. In addition a copy of the letter from
<br />the Museum and Fine Arts Commission endorsing the master plan is enclosed for your informa-
<br />tion. The City Manager recommends adoption of the master plan ~in concept~, subjecti~o
<br />changes that may be required when developing more detailed plans."

<br /> ~rs. R. M. Howard, President, F~iends of the Portsmouth Naval Shipyard Museum, spoke
<br />and presented the following petition:
<br />
<br /> "We, the undersigned, favor retention of the present site of the PORTSMOUTH NAVAL SHIP-
<br />YARD MUSEUM utilizing the current building with the proposed addition and renovation of the
<br />present physical facility as submitted by the original local architect. We believe the amount
<br />~ money spent in study and preliminary plans will be a great savings to the city of Ports-
<br />mouth. The General Assembly of Virginia has appropriated $i20,000 for the purpose of PORTS-
<br />MOUTH NAVAL SHIPYARD MUSEUM Expansion on the present site. The Portsmouth City Council gave
<br />their approval on January 8, 1974. Signed by Mrs. Lisle Lindsay, 2149 Cedar RdaR~and others."

<br /> George Eastes, representing Community Action, Inc., presented the following letter:
<br />
<br /> "Community Action, Incorporated has discussed the various aspects of the City's plans
<br />for the Court House site entitled"Portsmouth Cultural Center' We feel that the plan has
<br />considerable merit in that it would bring together the various cultural operations of the CityI
<br />into one complex, which should not only result in less costly operations but also present a
<br />substantial art-museum complex for the gratification of citizens of the City and visitors from
<br />other areas.
<br />
<br /> We supported the downtown waterfront development plan as, it was originally presented and
<br />recognize the need for some modification to it because of ecohomic and physical constraints.
<br />We do not feel that the Naval Shipyard Museum has to be on the waterfront necessarily. We do
<br />Urge that all steps that are necessary be taken to hasten the downtown development which is sc
<br />vital to the City's future. We also consider that siting of the replacement lightship be
<br />resolved as soon as possible.
<br />
<br /> In view of the above, at our most recent board meeting, Community Action, Incorporated,
<br />unanimously resolved to support the plan to unify ~ity cultural operations, including the
<br />Shipyard Museum, into one operation at t~e historic Court House location."

<br /> Motion of Mr. Early and seconded by Mr. Elliott, to concur in the recommendation of the
<br />City Manager, was adopted by S~(Holtey-nay)vote. ~
