<br /> 76-479 - "Consideration of a mot&an authorizing the City Assessor to abate and the City
<br />Treasurer to refund, with interest, $138.32 to George W. and Alphretta Cuffee for property
<br />located at 715 Hancock Avenue.

<br /> An error was made on a building permit in 1974 and the square foot living area of the
<br />subject property was calculated incorrectly. This motion authorizes a refund for the four
<br />quarters of 1974-7S and 197S-76. The City Manager recommends adoption."

<br /> Motion of Mr. Holley and seconded by Mr. Wentz, that authorization be granted, with
<br />interest, for property located at 715 Hancock Aven~e, was adopted by unanimous ~ote.
<br />
<br /> 76-480 - "COnsideration of a resolution amending #4 of the Northside Redevelopment Plan
<br />for Northside Redevelopment Project #1, VA-R-39.
<br />
<br /> Portsmouth Redevelopment and tlousing Authority is desirous of making several minor
<br />changes to the Northside Redevelopment Plan so that the project can realize its full develop-
<br />ment potential. The amendment sought consists primarily of changes in land use designations.
<br />No zoning change is required to facilitate the requested amendment. The Planning Commission
<br />has reviewed and approved the proposed amendment. A letter from Mr. D. B. Frye, Jr., Execu-
<br />tive Director of PRHA, outlining the requested changes is attached for your information. The
<br />City Manager recommends adoption."

<br /> On motion of Mr. Wentz and secondedbby Mr. Elliott, the following resolution was adopted
<br />and by the following vote:

<br />"A RESOLUTION APPROVING AMENDMENT NO. 4 TO THE REDEVELOPMENT PLAN FOR THE
<br />NORTHSIDE REDEVELOPMENT PROJECT, NO. 1, VA. ~39.
<br />
<br /> WHEREAS, this Council by Resolution adopted August 9, 1976, approved the redevelopment
<br />plan for the Northside Redevelopment Project, No. 1, Va. R~9, Portsmouth, Virginia, adopted
<br />by the Portsmouth Redevelopment And Housing Authority; and
<br />
<br /> WHEREAS, there has been presented to this body, for consideration and approval, a
<br />copy of an amended redevelopment plan for the project area, adopted November 9, 1976, by
<br />the Portsmouth Redevelopment And Housing Authority; and
<br />
<br /> WHEREAS, said Amendment No.
<br />redevelopment plans, as amended,
<br />as a whole; and
<br />
<br />4 has been carefully reviewed by this Council and said
<br />conforms to the general plans for development of the City
<br />
<br /> WHEREAS, Portsmouth Redevelopment And Housing Authority has resolved that this amendment
<br />is in the best interest of the City's renewal efforts; and
<br />
<br /> WHEREAS, in the 'jjudgment of this Council, it is in the interest of the City and its
<br />inhabitants that said amendment be approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Amendment No. 4 to the redevelopment plan for Northside Redevelopment Project, having
<br />been duly reviewed and considered, it is hereby found:
<br />
<br /> (a) That the objectives of the Northside Redevelopment Project, Portsmouth, Virginia,
<br />can be better achieved by adoption of said amendment.
<br />
<br /> (b) That Amendment No. 4 for the project area conforms to the general plan for the
<br />Cit7 of Portsmouth as a whole,
<br />
<br /> That Amendment No. 4 to the Northside Redevelopment Plan for Northside Redevelopment
<br />Project, having been duly reviewed and considered is, hereby approved and the said City
<br />Cterk is, hereby directed to file a copy of said amendment with the minutes of this meeting."

<br /> 76-481 - "Consideration of a motion authorizing the City Manager to award lowest respon-
<br />sible bid to Portsmouth Paving Corporation in the amount of $31,310 for the construction of
<br />a temporary parking lot.
<br />
<br /> This project is being constructed in order to facilitate the development of Crawford
<br />Harbor. It will allow parking for the customers to the Citizens Trust Building to be dis-
<br />placed during the period of construction as per the agreement with the owners. Funds for
<br />this~project have been included in the Waterfront Development Project Budget and have pre-
<br />viously been appropriated. The City Manager recommends adoption." ~

<br /> Motion of Mr. Eliiott and s~conded by Mr. Early, to award contract to Portsmouth Paving
