<br /> 76-425 The following ordinance approved on first reading at the regular meeting of
<br />October 26, 1976, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $82,762 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />CONSTRUCTION AND REPLACEMENT OF TENNIS COURTS AT CAVALIER MANOR AND CITY PARK."
<br />
<br /> On motion of. Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:

<br />
<br /> 76-426 - The f6tlowing ordinance approved on first reading at the regular meeting of

<br />ENGINEERING COSTS ASSOCIATED WITH DESIGN AND DRAWING SPECIFICATIONS FOR THE
<br />RECONSTRUCTION OF GREENWOOD DRIVE FROM VICTORY BOULEVARD TO ROTUNDA STREET."

<br />ESTABLISHING OF CAPITAL INCENTIVE PROJECTS FOR PARKS AND RECREATION."

<br />The following reports from the City Manager were presented:
<br />
<br /> 76-475 "Consideration of an ordinance on first reading to appropriate $151,588 from
<br />the Mental Health Fund for the continuation of the Portsmouth Drug Free Center.
<br />
<br /> This appropriation will provide the necessary funds to continue the operation~ of the
<br />Portsmouth Drug Free Center for a nine month period terminating on June 30, 1977. The progra]
<br />offers rehabilitat~¥~e~ services to substance abusers. Based on the current level of enrollee
<br />it is anticipated that 158 patients will be served d~D~this period. Of the total appro-
<br />priation $117,789 represents Federal funds, $24,558 State funds, and $9,241 in local funds
<br />previously allocated in the Mental Health Fund. The City Manager recommend~ Rdoption on firs
<br />reading.
<br />
<br /> On-motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $151,588 FROM THE MENTAL HEALTH FUND FOR THE
<br />CONTINUATION OF THE PORTSMOUTH DRUG FREE CENTER."
<br />
<br /> 76-476 "Consideration of a resolution changing the scheduled City Council meetings in
<br />December from the first and third Tuesdays to the second Tuesday in December.
<br />
<br /> The City Code schedules City Council meetings on the first and third Tuesdays in
<br />December in order to avoid having a Council meeting during the week of Christmas. However,
<br />December comes in on a Wednesday this year; therefore, the first and third me~tmn~s would
<br />
