<br />At a regular meeting of the City Council, held on November 9, 1976, there were present:
<br />
<br />Richard J. Davis, E. S~nnders Early, Jr., Archie Elliott, Jr., James W. Holley,
<br />Edward L. O~st, Jr., Robert W. Wentz, Jr , R. T. Williams, City Manager, Gordon B.
<br />Tayloe, Jr., City Attorney.
<br />
<br />Absent: Jack P. Barnes
<br />
<br /> Dr. William C. Taylor, Pastor of Park View United Methodist Church,'opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Elliott, minutes of the called meeting of
<br />October 26, 1976; minutes of the regular meeting of OctOber 26, 1976, to be approved as
<br />received, was adopted by unanimous vote.
<br />
<br /> 76-473 - Mayor Davis presented the following resolution to Mrs. Patricia Weaver Wright,
<br />niece of the late Lilliam M. Weaver:
<br />
<br /> "WHEREAS, on the 10th day of October, 1976, death brought to a close the active life
<br />of Lillian M. Weaver; and
<br />
<br /> WHEREAS, she served as a member of the All-America City Committee; Board of.Directors,
<br />Wesley Community Center, giving of her time and talents in a dignified and faithful manner
<br />and was an educator at Norfolk State College and various High Schools for many years; and
<br />
<br /> WHEREAS, rendered great service to this City and its citizens by activ~ and faithful
<br />participation in numerous religious and civic affairs; and
<br />
<br /> WHEREAS, the community has suffered a great loss in the passing of Lillian M. Weaver
<br />and has joined with her family and friends in mourning her death and in recognizing the worth
<br />of her accomplishments.
<br />
<br /> BE IT THEREFORE RESOLVED by the Council of the City of Portsmouth, Virginia, that the
<br />sympathy of this body, acting for the citizens of this City, be and hereby is extended to
<br />the family of the late Lillian M. Weaver.
<br />
<br /> BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the Council
<br />and that a copy thereof be handed to her niece, Mrs. Patricia Weaver Wright, in recognition
<br />of Miss Weaver's respected place in this community."
<br />
<br /> 76-474 - Dr. C.M.G. Buttery was not present to received a Certificate of Appreciation
<br />for having served on the Highway Safety Commission, and same will be mailed to him.
<br />
<br />- UNFINISHED BUSINESS
<br />
<br /> 76-404 - The following Ordinance, deferred from the meeting of October 26, 1976, was
<br />taken up and read:
<br />
<br />(c) "ZONING AMENDMENT ORDINANCE Z 76-20" ~
<br />
<br /> On motion of Mr. Wentz and seconded by Mrl Early, the o~dinance'Was adopted, and by the
<br />following vote:
<br />
<br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis
<br />Nays: None
<br />
<br /> 76-404 - The following ordinance approved on first reading at the regular meeting of
<br />October 26, 1976, was taken up and read:
<br />
<br />(1) "AN ORDINANCE TO AMEND ARTICLE IV OF CHAPTER 40 OF THE CITY CODE BY ADDING
<br /> SECTION 40-67.1 PERTAINING TO EXCAVATION USE PERMITS."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by the
<br />following vote:
<br />
<br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis
<br />Nays: None
<br />
<br />October 26, 1976, was taken up and read:
<br />
<br />"AN ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, SECTION
<br />40-S1 THEREOF, PERTAINING TO EXISTING PLOTS OF INSUFFICIENT SIZE; AUTHORIZING
<br />THE BUILDING OFFICIAL TO ISSUE BUILDING PERMITS ON CERTAIN CONDITIONS."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the
<br />following vote:
<br />
<br />Ayes: Early, Elliott, Horley, Oast, Wentz, Davis
<br />Nays: None
