<br /> On motion of Mr. Barnes and seconded by Mr. 0asr, the following resolutinn was adopted,
<br />and by the following vote:

<br />"A RESOLUTION AUTHORIZING THE PORTSMOUTH SCHOOL BOARD TO MAKE APPLICATION
<br />TO THE STATE FOR A STATE LITERARY LOAN IN THE AMOUNT OF $1,200,O00. TOWARD
<br />CONSTRUCTION COSTS ON THE J~>tES HURST ELEMENTARY SCHOOL.
<br />
<br /> WHEREAS, funds have been appropriated by the City Council for the architectural and engi~
<br />neering design fees for the James Hurst Elementary School; and
<br />
<br /> ~BREAS, the School Board of the City of Portsmouth has requested permission from
<br />City Council to apply for a State Literary Loan; and
<br />
<br /> WHEREAS, the City Council has encouraged the application for such low interest lOans
<br />for construction when available.
<br />
<br /> NOW, THEREFORE~ BE IT RESOLVED by the Council of the City of Portsmouth., Virginia,
<br />that the Portsmouth School Board be, and it hereby is, authorized to make application to
<br />the State for a State Literary Loan in the amount of ~One Million Two Hundred Thousand and
<br />00/1OO Dollars toward construction costs on the James Hurst Elementary School."

<br />Housing of Last Resort.
<br />
<br /> This group housing project is in accordance with the CommuAity Development's Last Resort
<br />Housing Application, which was approved by the City Council and submitted to the Department
<br />of Housing and Urban Development. Group housing will consist of 48 dwelling units in six
<br />2-story structures and will be located on the southside of Lincoln Street between 6th and
<br />7th Streets. There are approximately 3 acres included in the site and the project is being
<br />constructed on property acquired through urban renewal. A copy of the letter from'tthe Plan-
<br />ning Commission recommending approval of the group housing project is attached for your
<br />information. The City Manager recommends adoption."

<br /> "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING PROJECT PURSUANT TO
<br /> SECTION 40-55 OF THE CODE OF THE CITY OF PORTSMOUTH, 1973, AS AMENDED,
<br /> SUCH PROJECT BEING KNOWN AS "SOUTHSIDE 1, HOUSING OF LAST RESORT" AND
<br /> DESIGNATED AS GHP-??-i.

<br /> WHEREAS, Portsmouth Redevelopment And Housing Authority has made application pursuant
<br />to Section 40-55 of the Code of the City of Portsmouth, Virginia, 1973, as amended, for
<br />the granting and approval Of a Group Housing Project known as "Southside 1, Housing Of
<br />Last Resort" (GHP-??-I); and
<br />
<br /> WHEREAS, the application for same has been determined by the Planning Commission to
<br />admit the requirements of Section 40-55 except as hereinafter stated; and
<br />
<br /> WHEREAS, the Planning Commission has reviewed such application and the site-plans
<br />submitted therewith and has recommended approval of said application subject to the conditions
<br />hereinafter stated; and
<br />
<br /> WIIEREAS, the developer has been informed that approval of the Group Housing Project
<br />pursuant to said Section 40-55 of the Code of the City of Portsmouth, Virginia, grants
<br />only an exemption from certion dimensional requirements for residences as stated in said
<br />Section 40-55 and does not constitute a waiver of any other requirements embodied in the
<br />Subdivision Ordinance, Zoning Ordinance, the Code of the City of Portsmouth and any other
<br />applicable state or federal laws; and
<br />
<br /> ~EREAS, the developer is aware that building permits and/or any other required permit
<br />will be issued only upon compliance with ordinances or laws applicable thereto.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the certain Group Housing Project known as "Southside 1, Housing Of Last Resort" and
<br />designated as GHP-??-i, and more specifically shown on a plat entitled, "Parcel No. 14,
<br />Effingham Project", dated January 18, 1977 and revised on January 28, 1977, prepared by
<br />Hassel ~ Folkes, and attached hereto and made a part hereof, is hereby granted ~pproval.,,

<br />ham Urban Renewal Project.

<br /> The technical amendments which are made to the Effingham Urban Renewal Project have been
<br />approved by the Po:tsmouth Redevelopment and Housing Authority and by the Planning Commission.
