<br />The majority of the changes included in this document are of a housekeeping nature. There
<br />are no major changes involved in the amendments to the Effingham Project. The City Man, get

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE CONSERVATION AND REDEVELOP-
<br />MENT PLAN FOR THE EFFINGHAM PROJECT, VA. R-?2.
<br />
<br /> WHEREAS, this Council by Resolution adopted a Conservation And Redevelopment Plan
<br />for the Effingham Conservation And Redevelopment Project; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval,
<br />a proposed Amendment No. I to such plan, said Amendment to affectuate certain minor adjustmen
<br />to said documents; and
<br />
<br />WHEREAS, said Amendments will facilitate the redevelopment program in this area; and
<br />
<br /> WHEREAS, said Amendment has been carefully reviewed and the amended Conservation and
<br />Redevelopment Plan conforms to the general plan for the development of the City of Portsmouth
<br />as a whole; and
<br />
<br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its
<br />inhabitants that said Amendment be approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of'the City of Portsmouth, Virginia~
<br />that Amendment No. 1 to the Conservation And Redevelopment Plan for the Effingham Project,
<br />VA. R-72, having been duly reviewed and considered, is hereby found: ~ ~

<br /> (a) That the objectors of the Effingham Conservation And Redevelopment Project can
<br />better be achieved by the adoption of this Amendment.
<br />
<br /> (b) That these Amendments for these project areas conform to the general plan for
<br />the City of PortsmOuth as a whole.
<br />
<br />(c) That these Amendments are hereby approved."

<br /> 77-50 ~ "Consideration of a resolution authorizing the School Board to borrow $109,369
<br />for ~the purpose of installing an energy conservation system.
<br />
<br /> This resolution authorizes the School Board to borrow $109,369. Under Section 22-120
<br />of the State Code, the School Board must receive authorization from the appropriating body
<br />before the School Board can borrow any sum on a temporary basis. Such $109,369 will be re-
<br />paid out of the School Board's appropriations. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was
<br />adopted, and by the following vote:

<br />"A RESOLUTION AUTHORIZING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />TO BORROW $109,369.00 PURSUANT TO SECTION 22-120, CODE OF VIRGINIA OF 1950,
<br />AS AMENDED, FOR THE PURPOSE OF INSTALLING AN ENERGY CONSERVATION SYSTEM.
<br />
<br /> WHEREAS, the School Board of the City of Portsmouth has obtained a bid from Honeywell
<br />Corporation for the installation of an Energy Conservation System for the sum of One Hund-
<br />red Nine Thousand, Three Hundred Sixty-nine and 00/100 ($109,369.00) Dollars; and
<br />
<br /> WHEREAS, the School Board of the City of Portsmouth desires to borrow said sum for
<br />a period of time not to exceed one (1) year; and
<br />
<br /> WHEREAS, said sum does not exceed in the aggregate one-half of the amount produced
<br />by the school levy for the current year or one-half of the amount of the cash appropriation
<br />made for schools in the City for the preceding year; and
<br />
<br />%~EREAS, the interest rate for said loan shall not exceed 6 per centum per annum.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that tho School Board of the City of Portsmouth, Virginia, is hereby authorized to borrow
<br />One Hundred Nine Thousand, Three Hundred Sixty-nine and 00/100 ($109,369.00) Dollars pursuant
<br />to Section 22-120, Code of Virginia of 1950, as amended, for the purpose of installing
<br />an Energy Conservation System."

<br /> 77-51 - "Consideration of a motion authorizing the City Manager to allocate $5,000
<br />from the Emergency Contingency Account of the General Fund for additional financial assis-
<br />tance to the Social Services Department and the Salvation Army.
<br />
<br /> These funds will be used to match State funds in the General Relief Category to assist
<br />citizens who are financially unable to meet fuel cost demands for their homes. The $5,000
<br />of local funds could generate approximately $13,000 worth of assistance through the public
<br />
