June 8, 1999 <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute a purchase <br />agreement with the Virginia Department of Transportation (VDOT) providing for the <br />conveyance of city-owned properties to the Commonwealth for use in the construction <br />of an interchange at the Midtown Tunnel, and providing further authority for the <br />execution of deeds and other documents. <br /> <br />Purpose and Need: <br /> <br />· The Commonwealth has begun assembling properties necessary for the <br />construction of an interchange at the Midtown Tunnel and has forwarded the purchase <br />agreement to the City for execution. <br /> <br />· The properties to be conveyed include the Pinners Point Fire Station, the former <br />Pinners Point Sewage Treatment Plant, and a parcel of land adjacent to the former <br />Nissan site. (See maps attached). <br /> <br />· The agreement will provide that the City may continue to use the Pinners Point Fire <br />Station until November 1, 2000. <br /> <br />Financial Impact: <br /> <br />· The purchase agreement provides that the Commonwealth will pay the City of <br />Portsmouth $1,250,000 for the properties, along with such additional compensation as <br />is required to provide a functional replacement for the Pinners Point Fire Station, the <br />plans for which have been approved by VDOT. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />PURCHASE AGREEMENT TO CONVEY THE PINNERS POINT FIRE STATION AND <br />TWO OTHER PARCELS OF LAND TO THE COMMONWEALTH OF VIRGINIA <br />(VIRGINIA DEPARTMENT OF TRANSPORTATION), AND FURTHER AUTHORIZING <br />THE CITY MANAGER TO EXECUTE DEED(S) OF CONVEYANCE FOR SAID <br />PROPERTIES TO THE COMMONWEALTH OF VIRGINIA AS MAY BE <br />APPROPRIATE. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to enter into a Purchase Agreement with <br />the Commonwealth of Virginia, acting through the Virginia Department of <br />Transportation, that will provide that the City of Portsmouth is to convey to the <br />Commonwealth of Virginia the Pinners Point Fire Station and two other parcels of land, <br />necessary to the construction of an additional tube and interchanges at the Midtown <br />Tunnel, said lands being described as follows, to-wit: <br /> <br /> All that certain piece, or parcel of land, with the buildings and improvements <br />thereon, situate in the City of Portsmouth, Virginia, being designated as Parcel 064, as <br />shown on Sheets 8 and 25 of the plans for Route 164, State Highway Project 0164-124- <br />FO4, RW-201, and beginning on the west (left) side of the construction centerline of <br />Ramp C at the existing right of way of Cleveland Street at approximate State 44+15 to <br />the lands now or formerly owned by the Commonwealth of Virginia through its Virginia <br />Port Authority at approximate Station 46+28, being 0.782 acres, more or less. <br /> <br /> All that certain piece, or parcel of land, situate in the City of Portsmouth, <br />Virginia, being designated as Parcel 048, as shown on Sheets 20 and 21 of the plans <br />for Route 164, State Highway Project 0164-124-FO4, RW-201, and beginning on the <br />west (left) side of Route the 58, westbound (WB) construction centerline at the lands <br />owned by the Commonwealth of Virginia, at approximate Station 75+70 to the lands <br />now or formerly owned by the Commonwealth of Virginia through its Virginia Port <br />Authority at approximate Station 83+75, being 9.2823 acres, more or less. <br /> <br /> <br />
