June 8, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 8, 1999, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn, III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes <br />of a Called Meeting on May 25, 1999, a Regular Meeting on May 25, 1999, and was <br />adopted by unanimous vote. <br /> <br />99 - 132 - Presentations: <br /> <br />Key to the City presented to Jamia Wiggins "Little Miss Portsmouth". <br /> <br />Key to the City presented to Windy Albert "Miss Portsmouth Seawall". <br /> <br />Proclamation presented to Captain Ron Helms for "Coast Guard Awareness Week". <br /> <br />Proclamation presented to Jim Horvath for "Census Day". <br /> <br />- Public Hearing - <br /> <br />99 - 133 - Public Hearing on rezoning and use permit applications: <br /> <br />(a) Z-99-03 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of Sharon Scott for a <br />rezoning from Downtown D-1 Residential to Downtown D-1 Mixed <br />(Conditional) to operate a barber shop/beauty salon at 705 <br />Washington Street. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that Z-99-03 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(b) UP-99-09 <br /> <br />CRADOCK NEIGHBORHOOD - Request of Frank Webber, Vice <br />President of Vehicle Recycling Solution, Inc., for a use permit to <br />operate a vehicle recycling center at 3850 Elm Avenue. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to change the rules of order to <br />allow Mr. Warren additional time to complete remarks, and was adopted by unanimous <br />vote. <br /> <br />1. Paul L. Warren, 200 High Street, spoke in favor of application for use permit. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-99-09 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />99 - 134 - Adoption of a resolution authorizing the City Manager to execute a purchase <br />agreement with the Virginia Department of Transportation (VDOT) providing for the <br />conveyance of city-owned properties to the Commonwealth for use in the construction <br />of an interchange at the Midtown Tunnel, and providing further authority for the <br />execution of deeds and other documents. <br /> <br />The properties to be conveyed include the Pinners Point Fire Station (the City <br />may continued to use the fire station until November 1,2000), a parcel of land at <br />the former Pinnerrs Point sewage plant, and a parcel of land adjacent to the <br />former Nissan site. <br /> <br /> <br />
