<br />"A RESOLUTION OPPOSING THE WEST NORFOLK BRIDGE BEING DESIGNATED A HISTORIC
<br />PRESERVATION.

<br /> WHEREAS, this Council has steadfastly encouraged, pled and prayed for the construction
<br />of the new Western Freeway Bridge; and
<br />
<br /> WHEREAS, the cOntinued maintenance of the West Norfolk Bridge for any purpose is illogica
<br />and untenable; and
<br />
<br /> WHEREAS, for the safety of pedestrians, motorists and boaters, such West Norfolk Bridge
<br />should be demolished upon the opening of the Western Freeway Bridge.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that
<br />resolves that it vociferously objects to
<br />Preservation."

<br />- "Consideration of a resolution appointing viewers to close a portion of Thomas
<br />
<br /> The City of Portsmouth has made application to close a platted street from the east
<br />line of Booker Street to the center line of Scotts Creek, a distance of approximately 210'.
<br />This r~solution appoints viewers pursuant to procedures of State law. This application has
<br />been r~viewed by the Planning Commission and closure has been recommended. The City Manager
<br />recommends adoption."

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted
<br />and by the following vote;

<br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A PORTION
<br /> OF THONGS AVENUE; FROM THE EAST LINE OF BOOKER STREET EAST TO THE CENTER OF
<br /> SCOTT'S CREEK, A DISTANCE OF APPROXLMATELY 210 FEET.

<br /> WHEREAS, the City of Portsmouth has made application to vacate and close the hereinafter
<br />described portion of a certain street, and it appearing that notice of the application and
<br />request for'appointment of viewers was duly posted March 4, 1977 on the bulletin board of
<br />the Circuit Court of the City of Portsmouth, the bulletin board of the City Council Chambers
<br />of the City of Portsmouth and the bulletin board of the General District Court, Civil Divisio:
<br />of the City of Portsmouth, Virginia.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />Frank N. Bilisoly, Belvin Blachman, Colonel Henry P. Crowe, John H. Griffin and L. A. Clarke
<br />be appointed viewers to view the hereinafter described portion of such street and to report
<br />to this Council in writing whether in their opinion any, and if any, what inconvenience would
<br />result in vacating and closing the following:

<br />Thomas Avenue
<br />
<br />All that certain piece or parcel of land lying'and being in the City of Portsmouth,
<br />Virginia, and comprising that portion of Thomas Avenue from the east line of Booker
<br />Street east to the center of Sco~t's Creek, a distance of approximately 210 feet."

<br /> 77-80 (a) "Consideration of. an ordinance to amend the City Code by defining "Halfway
<br />House" and 4 ordinances requiring a use permit for a "Halfway House" in a residential or
<br />commercial zoned area.
<br />
<br /> At the last public hearing Mr. Jim WRit, Volunteers for America, appeared before the
<br />City Council seeking a uselpermi~ for rehabilitated persons to reside in the Effingham YMCA.
<br />Because of legal and technical grounds this matter was referred to the City Attorney for
<br />study. As a result of such study, the term "Halfway House" has.been defined in the zoning
<br />ordinance and the designation of "Halfway House" has been designated as a use in certain
<br />residential and commercial zoning, subject to acquiring a use permit."

<br /> (b) "Consideration of an ordinance to amend the City Code by requiring a use permit
<br />for a "Halfway House" in a Commercial C-1 District."
<br />
<br /> (c) "Consideration of an ordinance to amend the City Code by requiring a use permit~
<br />for a "Halfway House" in a Commercial C-2 District."
<br />
<br /> (d) - "Consideration of an ordinance to amend the city Code by requiring a use permit
<br />for a "Halfway House" in an OR-7S District."
<br />
<br /> (e) - "Consideration of an ordinance to amend the City Code by requiring a use permit
<br />for a "Halfway House" in a R-60 District.,,

<br /> ~n motion of Mr. Early and seconded by Mr. Elliott, the following ordimance was
<br />on first reading, and by unanimous vote:

<br />(a) "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br /> BY AMENDING SECTION 40-31 OF SAID CODE PERTAINING TO DEFINITIONS."
