IZ 8 <br /> <br />March 8, 1977 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-63 - The following ordinance approved on first reading at the regular meeting of <br />February 22, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $11,000 FROM THE CAPITAL <br />PURCHASE OF A 25 FOOT STRIP OF LAND ALONG THE BOUNDARY <br />ING ON WATER STREET." <br /> <br />IMPRDVEMENT FUND FOR THE <br /> OF THE SEAWALL INN BORDER- <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Nolley, Oast, Wentz, Davis <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 77-75 - "Consideration of an ordinance on <br />Capital Improvements fund for the installation <br />servation Project. <br /> <br />first reading to appropriate ~9],540 from the <br />of underground wiring in the Olde Towne Con- <br /> <br /> This appropriation will furnish the fourth and final installment on the contract with <br />Virginia Electric & Power Company for relocating overhead distribution facilities to under- <br />ground distribution facilities ($48,500). The balance of this appropriation will fund the <br />costs incurred for underground wiring for street lighting as part of the City's local commit- <br />menr to the Olde Towne Conservation Project. The Capital Improvements Budget for 1976-77 has <br />$230,000 scheduled for improvements in Olde Towne. This is the first appropriation made from <br />these funds during this fiscal year. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $91,540 FltOM THE CAPITAL IMPROVEMENT FUND FOR THE <br />INSTALLATION OF UNDERGROUND WIRING IN THE OLDE TOWNE CONSERVATION PROJECT." <br /> <br /> 77-76 "Consideration of <br />purchase of new fire apparatus <br />Department. <br /> <br />an ordinance on first reading to appropriate <br />for the replacement of a 1982 Pumper for the <br /> <br />$77,150 for the <br />Portsmouth Fire <br /> <br /> This item was included in the 1977-78 Capital Improvements Program for the purchase of <br />replacement of fire apparatus. Delivery of this equipment is scheduled for 12 months from <br />the date of award of the lowest responsible bid. This appropriation is necessary at this <br />time in order to issue a purchase order; however, the funds will not be required until the <br />first quarter of 1978 when delivery is scheduled. The City Manager recommends adoption on <br />first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $77,150 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE OF NEW FIRE APPARATUS." <br /> <br /> 77~77 - "Consideration of an ordinance to amend the City Code pertaining to transporting <br />non-paying passengers in taxicabs and driver sitting in assigned cab at stands. <br /> <br /> A report from the City Manager on this amendment has been included for your information. <br />The City Manager recommends adoption of this amendment." <br /> <br /> On motion of Mr~ Barnes and seconded by Mr. Early, the following ordinance was ~[~t~z-ed <br />on first ~:~:~f-~nat r-e_a~ing, ~a~"~.~by ~he f.6~Io~g ~te-:, See vote below. <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH BY AMENDING SECTION <br />37-31 and 3?-3? THEREOF, PERTAINING TO TAXICABS." <br /> <br /> 77-78 - "Consideration of a resolution opposing any designation by the Advisory Council <br />of Historical Preservation, Department of the Interior, of the old West Norfolk Bridge as <br />being retained due to architectural and cultural significance. <br /> <br /> This resolution opposes the placing of the old West Norfolk Bridge on the Historical <br />Register due to architectural and cultural significance. The City has been informed by the <br />Virginia Department of Highways and Transportation that if this tructure is placed on the <br />HistoricAl Register and not removed as part of the current contract, the responsibility of <br />maintenance in the future will be a liability of the City of Portsmouth. The City Manager <br />recommends adoption." <br /> <br /> On motinn Of Mr. Barnes and seconded by Mr. Holley, the following resolution was adopted, <br />and by the following vote: <br /> <br />Vote for Item 77-77 <br /> Ayes: Barnes, <br /> Nays: None <br /> <br />Early, Elliott, <br /> <br />Holley, Oast, <br /> <br />Wentz, Davis <br /> <br /> <br />
