<br /> 77-81 - "Consideration of a resolution establishing a study commission for the consoli-
<br />dation of services between the City of Suffolk arid the City of Portsmouth.
<br />
<br /> The adoption of this resolution will create the mechanism for appointments of citizens
<br />to the 10 member study conunission. The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted
<br />and by the following vote:

<br /> "A RESOLUTION CREATING THE CITY OF PORTSMOUTH'S STUDY CO}~D4ISSION FOR CONSOLIDATED
<br /> SERVICE WITH THai citY OF SUFFOLK~ ~

<br /> WIiEREAS, Mayor Richard J. Davis did appear before the Council of the City of Suffolk on
<br />February 2, 1977 ~nd proposed the creation of a study commission made up of citizens of the
<br />City of Portsmouth and the City of Suffolk to investigate the feasibility of consolidation
<br />of services; and
<br />
<br />WHEREAS, the City of Suffolk has agreed to appoint such a committee.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia,
<br />does create the City of Portsmouth's Study Commission for Consolidated Services.
<br />
<br /> BE IT FURTHER RESOLVED that those citizens representing the City of Portsmouth shall
<br />b~i4~s~gnated by the Council."

<br /> 77-82 - "The attached report, prepared by the Department of Buildings, was compiI~ as a
<br />result of the pictures distributed during your most recent Public Hearing on Monday, February
<br />7, 1977. At this Hearing, during the discussion of Z-77-1, a petition of Joe A. and Toby Z.
<br />Freedman and James S. and Susan K. Eilberg, Owners, to rezone property at the northwest come
<br />of Turnpike Road and Confederate Avenue from Industrial M-1 to Industrial M-2, the Attorney
<br />representing the aforementioned applicants distributed a number of pictures reportedly showin
<br />violations of City zoning ordinances throughout lhe City. At your request the B.uildings
<br />Department made a survey and their subsequent actions are provided for your review.
<br />
<br />If additional information is required please advise me accordingly."

<br /> Motion of Mr. Barnes and seconded by Mr. Early, the report to be received as information
<br />and the City Manager to fol~w~Fp the Violations and a report be furnR~hed to Council, was

<br /> gy-~ - "At the February 22, 1977 City Councili-~m~ting, the complaint from Mr. John F.
<br />Bailey concerniBg trash and garbage accumulating at West~rove Apartments was referred to the
<br />City M~ng~er for investigation and report back. The Public Health Department and the Public
<br />Works DePartment have contacted the owner as well as individual tenants over the past month
<br />or two. The owner and tenants have been instructed to place such items as mattresses, furni-
<br />ture, etc. at the curb for pick-up and not at the dumpster. The owner and tenants have been
<br />advised that durbside pick-up is on Wednesdays only.
<br />
<br /> A new dumpster container was placed at the apartment on March 3, 1977, and a site visit
<br /> on March 4, 1977 revealed that the premises were clean. The owner does employ a person
<br />(tenant in one of the apartments) part-time to clean-up the premises. The owner was.advised
<br /> that failure to keep the premises clean would result in court action. No court action waS
<br /> initiated because the owner did take steps toc~i.e, direction to maintenance man'and
<br /> request to tenants to place trash and ~ebris in proper places. The premises were cleaned.
<br /> The latest problem involved a mattress. Information provided me is that the mattmess was
<br /> placed at the curb once or twice, but was moved back onto the premises by several children
<br /> who used it to jump on.
