:1.57 <br /> <br />March 22. 1977 <br /> <br /> 77-97 - "Consideration of a resolution authorizing the City Manager to advertise for <br />sale and removal of City-owned dwellings in the Pinners Point area. <br /> <br /> This Cit~ through notification has terminated leases with the residents who previously <br />occupied these dwellings. In order to cleartthese properties for future development the <br />buildings will have to be demolished or sold. It is my recommendation that we be authorized <br />to advertise these dwellings for sale and that a bond be posted to cover the demolition <br />charges in the event that the bidder fails to remove the dwellings and clean the lot. The <br />City Manager recommends approval." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS <br />FOR THE SALE AND REMOVAL OF CITY-OWNED D~LLINGS IN THE PINNERS POINT AREA. <br /> <br /> WHEREAS, the City of Portsmouth owns certain dwellings in the Pinners Point area de- <br />signated as 198 Industrial Avenue and 201 Industrial Avenue; and ~'~ <br /> <br /> WHEREAS, interest has been expressed to City Officials to purchase the dwellings and <br />move the same to vacant property; and <br /> <br /> %FHEREAS, the dwellings will be required to be removed to provide for expansion of Ports~ <br />mouth Marine Terminal and related activities; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City Of Portsmouth, Vf~gihia that <br />the City Manager be, and he hereby is, authorized to advertise and receive bids for the sale <br />and removal of City-owned dwellings in the Pinners Point area." <br /> <br />Ayes: Barnes, Early, ElliOtt, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-98 - "Consideration of a resolution authorizing the Virginia Port Authority to use <br />$57,000 in terminal revenues for Capital Improvements at the Portsmouth Marine Terminal. <br /> <br /> We have received a request from the Virginia Port Authority requesting terminal revenues <br />berused to extend an existing Ro-Ro platform an additional 16' and engineering costs for im- <br />provements to the PACECO crane. The City Manager recommends adoption." <br /> <br />On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolutinn was adopted <br />by the following vote: <br /> <br /> "A RESOLUTION TO AUTHORIZE THE VIRGINIA PORT AUTHORITY TO EXPEND FUNDS FROM <br /> SURPLUS REVENUES FOR CAPITAL IMPROVEMENTS AT THE PORTSMOUTH b~RINE TERMINAL. <br /> <br />City <br />and <br /> <br />WHEREAS, the Virginia Port Authority has requested authorization from the Portsmouth <br />Council to expend funds for certain capital improvements to the Portsmouth Marine Termina <br /> <br /> WHEREAS, the Virginia Port Authority is required by the Port Unification Agreement to <br />obtain consent from the City Council before making such expenditures; and <br /> <br /> ~EREAS, the expenditures to be made will be funded from surplus revenue generated by <br />the Portsmouth Marine Terminals; and <br /> <br /> ~FHEREAS, the Portsmouth City Council after duly considering the contemplated improvements <br />is of the opinion that such improvements are necessary and prudent investments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />it approves the expenditures of Fifty Seven Thousand ($57,000.) Dollars for enlarging the <br />Ro/Ro platform and financing the cost of engineers plans and specifications for crane improvem <br />as contemplated by Virginia Port Authority Resolution 77~5 of February 23, 1977." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-99 "Consideration of a motion authorizing the award of lowestresponsible bid for <br />improvements to the neighborhood facility in Port Norfolk." <br /> <br /> Motion of Mr. Oast and seconded by Mr~ Wentz, to award contract to L. J. Hoy, Inc.~in th~ <br />amount of $102,959, being lowest responsible bid, and was adopted by unanimous vote. <br /> <br /> 77-100 - "Consideration of a resolution authorizing the City Manager to advertise and <br />receive bids for the sale of City-m~ned property on Route 9999 (Industrial Access Road). <br /> <br /> These 2 parcels represent the residue of property acquired by the City in the developmen~ <br />of the Industrial Access Road. There is no longer any need to retain these parcels since com- <br />pletion of the construction project. Considerable interest has been expressed by commercial <br />developers for the purchase of these parcels in connection with general commercial and in- <br />dustrial development in this area.
