:1.57 March 22. 1977 77-97 - "Consideration of a resolution authorizing the City Manager to advertise for sale and removal of City-owned dwellings in the Pinners Point area. This Cit~ through notification has terminated leases with the residents who previously occupied these dwellings. In order to cleartthese properties for future development the buildings will have to be demolished or sold. It is my recommendation that we be authorized to advertise these dwellings for sale and that a bond be posted to cover the demolition charges in the event that the bidder fails to remove the dwellings and clean the lot. The City Manager recommends approval." On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS FOR THE SALE AND REMOVAL OF CITY-OWNED D~LLINGS IN THE PINNERS POINT AREA. WHEREAS, the City of Portsmouth owns certain dwellings in the Pinners Point area de- signated as 198 Industrial Avenue and 201 Industrial Avenue; and ~'~ WHEREAS, interest has been expressed to City Officials to purchase the dwellings and move the same to vacant property; and %FHEREAS, the dwellings will be required to be removed to provide for expansion of Ports~ mouth Marine Terminal and related activities; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City Of Portsmouth, Vf~gihia that the City Manager be, and he hereby is, authorized to advertise and receive bids for the sale and removal of City-owned dwellings in the Pinners Point area." Ayes: Barnes, Early, ElliOtt, Holley, Oast, Wentz, Davis Nays: None 77-98 - "Consideration of a resolution authorizing the Virginia Port Authority to use $57,000 in terminal revenues for Capital Improvements at the Portsmouth Marine Terminal. We have received a request from the Virginia Port Authority requesting terminal revenues berused to extend an existing Ro-Ro platform an additional 16' and engineering costs for im- provements to the PACECO crane. The City Manager recommends adoption." On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolutinn was adopted by the following vote: "A RESOLUTION TO AUTHORIZE THE VIRGINIA PORT AUTHORITY TO EXPEND FUNDS FROM SURPLUS REVENUES FOR CAPITAL IMPROVEMENTS AT THE PORTSMOUTH b~RINE TERMINAL. City and WHEREAS, the Virginia Port Authority has requested authorization from the Portsmouth Council to expend funds for certain capital improvements to the Portsmouth Marine Termina WHEREAS, the Virginia Port Authority is required by the Port Unification Agreement to obtain consent from the City Council before making such expenditures; and ~EREAS, the expenditures to be made will be funded from surplus revenue generated by the Portsmouth Marine Terminals; and ~FHEREAS, the Portsmouth City Council after duly considering the contemplated improvements is of the opinion that such improvements are necessary and prudent investments. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it approves the expenditures of Fifty Seven Thousand ($57,000.) Dollars for enlarging the Ro/Ro platform and financing the cost of engineers plans and specifications for crane improvem as contemplated by Virginia Port Authority Resolution 77~5 of February 23, 1977." Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis Nays: None 77-99 "Consideration of a motion authorizing the award of lowestresponsible bid for improvements to the neighborhood facility in Port Norfolk." Motion of Mr. Oast and seconded by Mr~ Wentz, to award contract to L. J. Hoy, Inc.~in th~ amount of $102,959, being lowest responsible bid, and was adopted by unanimous vote. 77-100 - "Consideration of a resolution authorizing the City Manager to advertise and receive bids for the sale of City-m~ned property on Route 9999 (Industrial Access Road). These 2 parcels represent the residue of property acquired by the City in the developmen~ of the Industrial Access Road. There is no longer any need to retain these parcels since com- pletion of the construction project. Considerable interest has been expressed by commercial developers for the purchase of these parcels in connection with general commercial and in- dustrial development in this area.
