<br /> 77-92 - The following ordinance approved on first reading at the regUlar meeting of
<br />March 22, 1977, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $1!0,044,061 INTO THE COMMUNITY DEVELOPMENT FUND."
<br />
<br /> On motion of Mr. Holley and sec:onded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:

<br /> 77-95 - The following resolution,a~p~oved on first reading at the megnl~% m~eting of
<br />March 22, 1977, was taken up and read:

<br />"A RESOLUTION GRANTING A USE PERMIT TO VOLUNTEERS OF AMERICA TO OPERATE A
<br />HALF-WAY HOUSE IN THE EFFINGHAM YMCA."
<br />
<br />City Manager recommended deferral to the meeting of April 26, 1977.
<br />
<br /> Motion o[ Mr. Holley and seconded by Mr. Oast, the resolution to be deferred until
<br />April 26, 1977, as recommended, was adopted by unanimous vote.
<br />
<br />77-34 - The following letter received from the Planning Commission, presented:
<br />
<br /> "On February 1, 1977 the Planning Commission received a letter dated January 10, 1977
<br />from the Reverend Bishop Thomas E. Talley speaking for the Interdenominational Ministers Forum
<br />of Portsmouth and Vicinity. This was a matter discussed among members of City Council and the
<br />City Manager during January and referred to this Commission for study and a recommendation.
<br />Bishop Talley's letter proposes that a major thoroughfare in Portsmouth be designated in memor
<br />of the late Rev. Martin Luther King.
<br />
<br /> Subsequegtly, we exchanged correspondence with Bishop Talley and in a letter dated Ma~ch
<br />8, 1977 find this Interdenominational Ministers Forum response:
<br />
<br /> 'Pursuant to the recommendations of the Planning staff...
<br />we hereby respectfully request that initial steps be taken to designate...
<br />the Midtown Tunnel Freeway to Interstate 264 as Martin Luther King
<br />Drive or Martin Luther King Freeway, either one of the two will require
<br />a bare,minimum change of addresses.'
<br />
<br /> With this proposal the Planning Commission agrees. We are willing to r~ecommend that the
<br />U.S. Route 58 freeway from the Midtown Elizabeth River Tunnel to High Street be designed as
<br />the Martin Luther King Freeway. Eventually, when the freeway is extended s6uthward to connect
<br />with Interstate 264, its name would be extended. Ultimately, this urban freeway would con-
<br />stitute a fitting tribute to the late recipient of the Nobel Peace Prize."
<br />
<br /> Motion of Mr. Holley and seconded by Mr. Early, to be referred to the City Attorney for
<br />proper drafting, and was adopted by unanimous vote.
<br />
<br />The following reports from the City Manager were presented:
<br />
<br /> 77-111 - "Consideration of an ordinance on first reading to appropriate $14,764 from the
<br />Capital Improvements Fund for the purchase and construction of a Town Clock at No. 1 High
<br />Street.
<br />
<br /> The Town Clock was donated to the City by the Soroptomists Club and $7,630 of this appro-
<br />priation represents their share. The balance of the appropriation will be City funds required
<br />for the installation of the clock, the removal of the missile water lines and creating a
<br />foundation which can be relocated at a later date. This relocation is anticipated in conform-
<br />ance with the waterfront development plan. The City Manager recommends adoption on first
<br />reading.

<br />Consideration of a motion authoriziflg the City Manager to award lowest responsible bid."
<br />
<br /> Ms. Joyce Duncan, 231 Hatton Street, spoke in regards to moving of the clock and cost
<br />involved since the clock would have to be moved because of the waterfront development.
<br />
<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved
<br />On first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $14,7614 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />PURCHASE AND CONSTRUCTION OF THE TOWN CLOCK AT 1 HIGH STREET."
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Elliott, to award the contract to Cardinal Sign,
<br />being lowest responsible bid, and was adlopted by unanimous vote.
