April 12, 1977 77-12 - "Consideration of a resolution authorizing the filing of an application with the Economic Development Administration for funding the SoUthside II Industrial Park Project; approving certain assurances therein; and authorizing the City Manager to sign the application The EDA guidelines require that a resolution or similar action must be adopted as an official act of the governing body authorizing the plan and filing of the application, in- cluding all understandings and assurances contained in the U. S. Department of Commerce's regulations. This resolution also identifies the City Manager as the official representative of the City to act in connection with this application. Based on our previous submission, EDA has requested that this application be completed in detail and forwarded to the Atlantic Regional Office on or before April 15, 1977. The City Manager recommends adoption." On motion~of Mr. Elliott and seconded by Mr. Oast, the following re~olution was adopted, and by the following "A RESOLUTION AUTHORIZING THE FILING OF THE ECONOMIC DEVELOPMENT ADMINISTRATION APPLICATION FOR FUNDING THE SOUTHSIDE II INDUSTRIAL PARK PROJECT; APPROVING CERTAIN ASSURANCES THEREIN; AND AUTHORIZING THE CITY MANAGER TO SIGN THE APPLICATION. WHBRBAS, the City of Portsmouth has been invited by the Economic Development Administrati to submit an application for funding the Southside II Industrial Park; and WHEREAS, said application contains certain assurances which the City is required to make to the Economic Development Administration in regards to employment practices, building regulations and authority to apply for said grant; and WHEREAS, it is necessary to designate an official representative of the City to be authorized to make such application and to provide such additional information as may from time to time be necessary. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the application to the Economic Development Administration for funding of the Southside II Industrial Park Project be, and the same hereby is, authorized for filing; that the assurances contained therein be, and the same hereby are, approved; that the City Manager be, and he hereby is, authorized to sign the application." · . Nay§': None 77-113 "Consideration of a resolution requesting the Virginia Department of Highways and Transportation to construct all 4 lanes on the new Western Freeway Bridge as part of the current construction project. I am incl'uding for youriinformation a copy of my letter to Mr. John E. Harwood, Com- missioner, of March 24, 1977, requesting that the Virginia Department of Highways and Transportation consider constructing all 4 lanes on the new West Norfolk B~idge. I stated in my correspondence that I would recommend endorsement of this request by the City Council at our next regularly scheduled City Council meeting on Tuesday, April 12, 1977. Attached for your information is a letter from Mr. John E. Harwood in response to my request indicating that the Highway Department would be glad to consider City Council's endorsement if adopted at your meeting on April 12. The City Manager recommends adoption." On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted, and by the following vote: "A RESOLUTION URGING THE DEPARTMENT OF HIGHWAYS AND TRANSPORTATION TO CONSTRUCT ALL FOUR LANES OF THE WESTERN FREEWAY BRIDGE AS A PART OF THE CURRENT CONSTRUC- TION PROJECT. WHEREAS, the Department of Highways and Transportation has begun construction of the first two lanes of the Western Freeway Bridge; and WHEREAS, it is the opinion of this Council that continued development of the transporta- tion program for the City requires that the construction project be expanded to provide for four lanes of traffic on the bridge. NOW, THBREFORE, BE tT RBSOLVBD that the Department of Highways and Transportation is urged to construct all four lanes of the Western Freeway Bridge as a part of the current construction project. Ayes: Early, Elliott, Holley, Oast, Wentz Nays: None 77-114 - "Consideration of a resolution requesting Seaboard Coast Line Railroad; Norfolk. Franklin & Danville Railway Company; and Norfolk and Portsmouth Belt Line Railroad to take whatever action is necessary to correct the situation that exists at many of the City's railroad crossings on public streets within the City of Portsmouth; and, direct the City Attorney to do whatever is necessary to see that these requirements are met. I am enclosing for your information copies of letters written to the respective railroad companies outlining the conditions of many of the crossin~ in the City. You will note as outlined in this correspondence that many of the crossings have been rated as being in poor condition~ The City Manager recommends adoption." ~n
