April 12, 1977 <br /> <br /> 77-12 - "Consideration of a resolution authorizing the filing of an application with the <br />Economic Development Administration for funding the SoUthside II Industrial Park Project; <br />approving certain assurances therein; and authorizing the City Manager to sign the application <br /> <br /> The EDA guidelines require that a resolution or similar action must be adopted as an <br />official act of the governing body authorizing the plan and filing of the application, in- <br />cluding all understandings and assurances contained in the U. S. Department of Commerce's <br />regulations. This resolution also identifies the City Manager as the official representative <br />of the City to act in connection with this application. Based on our previous submission, <br />EDA has requested that this application be completed in detail and forwarded to the Atlantic <br />Regional Office on or before April 15, 1977. The City Manager recommends adoption." <br /> <br /> On motion~of Mr. Elliott and seconded by Mr. Oast, the following re~olution was adopted, <br />and by the following <br /> <br />"A RESOLUTION AUTHORIZING THE FILING OF THE ECONOMIC DEVELOPMENT ADMINISTRATION <br />APPLICATION FOR FUNDING THE SOUTHSIDE II INDUSTRIAL PARK PROJECT; APPROVING <br />CERTAIN ASSURANCES THEREIN; AND AUTHORIZING THE CITY MANAGER TO SIGN THE <br />APPLICATION. <br /> <br /> WHBRBAS, the City of Portsmouth has been invited by the Economic Development Administrati <br />to submit an application for funding the Southside II Industrial Park; and <br /> <br /> WHEREAS, said application contains certain assurances which the City is required <br />to make to the Economic Development Administration in regards to employment practices, <br />building regulations and authority to apply for said grant; and <br /> <br /> WHEREAS, it is necessary to designate an official representative of the City to <br />be authorized to make such application and to provide such additional information as may <br />from time to time be necessary. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the application to the Economic Development Administration for funding of the Southside <br />II Industrial Park Project be, and the same hereby is, authorized for filing; that the <br />assurances contained therein be, and the same hereby are, approved; that the City Manager <br />be, and he hereby is, authorized to sign the application." <br /> <br /> · . Nay§': None <br /> <br /> 77-113 "Consideration of a resolution requesting the Virginia Department of Highways <br />and Transportation to construct all 4 lanes on the new Western Freeway Bridge as part of the <br />current construction project. <br /> <br /> I am incl'uding for youriinformation a copy of my letter to Mr. John E. Harwood, Com- <br />missioner, of March 24, 1977, requesting that the Virginia Department of Highways and <br />Transportation consider constructing all 4 lanes on the new West Norfolk B~idge. I stated <br />in my correspondence that I would recommend endorsement of this request by the City Council <br />at our next regularly scheduled City Council meeting on Tuesday, April 12, 1977. Attached <br />for your information is a letter from Mr. John E. Harwood in response to my request indicating <br />that the Highway Department would be glad to consider City Council's endorsement if adopted <br />at your meeting on April 12. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION URGING THE DEPARTMENT OF HIGHWAYS AND TRANSPORTATION TO CONSTRUCT <br /> ALL FOUR LANES OF THE WESTERN FREEWAY BRIDGE AS A PART OF THE CURRENT CONSTRUC- <br /> TION PROJECT. <br /> <br /> WHEREAS, the Department of Highways and Transportation has begun construction of <br />the first two lanes of the Western Freeway Bridge; and <br /> <br /> WHEREAS, it is the opinion of this Council that continued development of the transporta- <br />tion program for the City requires that the construction project be expanded to provide <br />for four lanes of traffic on the bridge. <br /> <br /> NOW, THBREFORE, BE tT RBSOLVBD that the Department of Highways and Transportation is <br />urged to construct all four lanes of the Western Freeway Bridge as a part of the current <br />construction project. <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 77-114 - "Consideration of a resolution requesting Seaboard Coast Line Railroad; Norfolk. <br />Franklin & Danville Railway Company; and Norfolk and Portsmouth Belt Line Railroad to take <br />whatever action is necessary to correct the situation that exists at many of the City's <br />railroad crossings on public streets within the City of Portsmouth; and, direct the City <br />Attorney to do whatever is necessary to see that these requirements are met. <br /> <br /> I am enclosing for your information copies of letters written to the respective railroad <br />companies outlining the conditions of many of the crossin~ in the City. You will note as <br />outlined in this correspondence that many of the crossings have been rated as being in poor <br />condition~ The City Manager recommends adoption." <br /> <br />~n <br /> <br /> <br />
