! 71 <br /> <br />1977 <br /> <br /> 77-95 - On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution <br />deferred from the meeting of April 12, 1977 on second reading, was adopted, and by <br />following vote: <br /> <br />"A RESOLUTION GRANTING A USE PEP&lIT TO VOLUNTEERS OF AMERICA TO OPERATE A <br />HALF-WAY HOUSE IN THE EFFINGHAM YMCA. <br /> <br /> WHEREAS, Volunteers Of America made an application.pursuant to Section 40-70(b) of <br />the Code of the City of Portsmouth, 1975, for the granting of a use permit as hereinafter <br />described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required to be <br />done in connection with said application; and the Planning Commission has recommended the <br />granting of said use permit. <br /> <br />NOW, <br /> <br />(a) <br /> <br />40-79(b) of the City Code to operate a Half-Way House on the property described as <br /> <br />THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br />That the use for which the use permit hereinafter described is sought; <br /> <br />(1) ~i~1 not adversely affect the health and safety of persons residing or <br /> working in the neighborhood of the proposed use; <br /> <br />(2) Will not be detrimental to the public use or injurious to property or <br /> improvements in the neighborhood; and <br /> <br />(3) ~?~i!li be in accord with the purposes of the Zoning Chapter of the City Code. <br /> <br />The Volunteers of America are hereby granted a use permit pursuant to Section <br /> follows: <br /> <br />The Effingham YMCA" <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-111 - The following ordinance approved on first reading at the regular meeting of <br />April 12, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $14,76i.~iiFROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE AND CONSTRUCTION OF THE TOWN CLOCK AT 1 HIGH STREET." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> -Mr. WentzTinformed the Council and the City Manager that Coleman's Nursery would donate <br />necessary shrubs and landscaping around the clock in memory of Ms. Selma Cecil (deceased), <br />former member of the Soroptimist Club. <br /> <br /> 77-34 - On motion of Mr. Wentz and seconded by Mr. Early, the following ordinance was <br />adopted on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE DESIGNATING THAT PORTION OF THE U.S. ROUTE 58 FREEWAY FROM <br />THE MIDT~B~ TUNNEL TO HIGH STREET AS THE MARTIN LUTHER KING FREEWAY." <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 77-126 - "Consideration of an ordinance on first r~ading to appropriate $71,073 in the <br />Federal Grants Fund for the purchase of radio equipment, training and education for the <br />Portsmouth Police Department. <br /> <br /> This appropriation will provide the necessary funds to purchase radio equipment for the <br />Portsmouth Police Department. The funds have been provided through a Federal Grant from LEAA <br />in the amount of $33,333 and from the State Highway Safety Di~igion in the amount of $22,740. <br />Also included in this appropriation is $15,000 for annual training and education of the law <br />enforcement personnel in the Police Department. The required local match is $13,187, of whic2 <br />$11,370 is for the 50/50 match on the State Highway Safety funds. The City Manager recommend: <br />adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $71,073 FROM THE FEDERAL GRANTS FUND FOR RADIO <br />EQUIPMENT FOR THE POLICE DEPARTMENT AND TRAINING AND EDUCATION OF LAW ENFORCE- <br />MENT OFFICERS." <br /> <br /> <br />
