<br /> 77-127 - "Consideration of an ordinance on first reading to appropriate $54,603 from the /
<br />Federal Grants Fund for the establishment of an Emergency Shelter Care Program for youth offen~
<br />ders through the Division of Justice and Crime Prevention.
<br />
<br /> This appropriation will provide the necessary funds to implement an Emergency Shelter
<br />Care Program for youth status offenders. Funds have been provided through a grant from the Di~
<br />of Justice and Crime Prevention in the amount of $51,873 and $2,730 represents the required lo~
<br />match. This program is necessary because of a recent State law, to be effective July 1, 1977,
<br />which prohibits the detention of status offenders; e.g., truants, curfew violators, in a se-
<br />cure facility. Funds will be used to pay the salary of three SID employees, who will be re-
<br />sponsible counseling, follow-up and placement, and for training of foster parents. Where
<br />appropriate youths will be placed temporarily in foster homes, which will be paid by Title XX
<br />funds received through the Division of Youth Services. The City Manager r~commends adoption
<br />on first reading."

<br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> 77-128 - "Consideration of an ordinance mn first reading to appropriate $9,000 from the
<br />Federal Grants Fund for the operation of a Summer Day Camp for Handicapped children atlCity
<br />Park.
<br />
<br /> This appropriatio~ will provide the necessary funds to operate a Handicapped Summer Day C
<br />at City Park by the Recreation Department as a special activity. The funds for this appropri-
<br />ation will be provided through the State Welfare Office, Title XX, in the amount of $7,000;
<br />$500 from citizens donations and other fund raising events; and, the balance of $1,500 will be
<br />provided from the Recreation Department's Special Activities Account. The City Manager recom-
<br />mends adoption on first reading."

<br /> On motion of Mr. Early and seconded by Mr. Wentz, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> 77-129 - "Consideration of an ordinance on first reading to appropriate $37,238 from the
<br />Capital Improvemen~ts Fund for the purchase and installation of lighting for the tennis courts
<br />at City Park and Cavalier Manor; and, for improvements to lighting at other locations.
<br />
<br /> This.appropriation will provide the necessary funds for purchase of lighting materials
<br />and fixtures and.for installation of lights at six tennis courts in Cavalier Manor and four
<br />tennis courts at City Park. The Capital Improvements Budget contains $120,000 (R0venue Sharin
<br />for lighted courts at these locations. A contract for $82,762 has been awarded for construc-
<br />tion of the courts which will be completed by the end of May, 1977. This ordinance appropri-
<br />ates the balance of the $120,000. $26,653 will be used for purchase and installation of
<br />lights at the ten new tennis courts; the remaining ~,£und~i~itl~be~sed~or-!i~p~i~ing and up-
<br />grading of lights at other locations in the City. A report is attached as requested at_the
<br />October 26, 1976 meeting. The City Manager recommends adoption ~n first reading."

<br /> On motion of of Mr. Early and seconded by Mr. Elliott, the following ordinance was ap-
<br />proved on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $37,238 FROM THE CAPITAL IMPROVEMENT PROGRAM FOR THE
<br />PURCHAS~ AND INSTALLATION OF LIGHTS FOR THE NEW TENNIS COURTS AT CAVALIER MANOR
<br />AND CITY PARK."

<br />"Consideration of a motion authorizing the ~ward of lowest responsible bid."
<br />
<br /> Motion of Mr. Holley and seconded by Mr. Elliott, to award contract to the North Landing
<br />Line Construction Company, being lowest responsible bid, in the amount of $10,617.00, was
<br />adopted by unanimous vote.
<br />
<br /> 77-130 "Consideration of an ordinance amending Section 24-151 of the City Code by pro-
<br />viding for an annual membership fee as an option to the current charge of 35~ for all public
<br />swimiing pools.
<br />
<br /> Title X~, Socialization and Recreation Services, provides for a 72 1/2% reimbursement to
<br />the swimming pool program for those persons meeting the criteria under the Federal guidelines~
<br />This amendment will permit annual membership fees and would make reimbursement feasible from
<br />an administrative standpoint; and, would be a real benefit for persons who~would otherwise
<br />not be able to afford the 35~ per swim charge on a regular basis. This annual membership fee
<br />will not be limited to Title XX participants. Ail persons utilizing the pool will ha~e the
<br />option of the annual fee versus the per swim charge. The City Manager recommends adoption."

<br /> On motion of Mr. Elliott and seconded by Mr. Oast, the following ordinance was adopted
<br />on first and final reading, and by the following vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF TH~ CITy OP PORTSMOUTH, VIRGINIA, 1973, BY
<br />AMENDING SECTION 24-151 THEREOF, PERTAINING TO FEE~ FOR CITY SWIMMING POOLS."
