177 <br /> <br />April 26, 1977 <br /> <br />City of Ames, Iowa resource recovery plant has been 97% reliable in the first 14 months <br />of operation. To achieve a high degree of reliability it is most cost effective for the <br />SPSA to build in sufficient redundancies to reduce the risk of mechanical failure to a minimum <br />To further reduce risk, the Plan includes initial use of professional management to implement <br />the system. <br /> <br /> An important factor of the Plan is the current need for the Navy to build a new power <br />plant on the Shipyard unless successful implementation of the Plan is achieved. Therefore <br />the Navy, as the sole prima~M;/energy customer, would be totally committed to the Plan. <br />The dual fuel capability does allow for the continuation of a coal burning power plant in <br />the unlikely event that resource recovery does not turn out to be a highly reliable process. <br />In that event, the Navy could purchase the boiler-power plant from the SPSA and operate <br />it with coal. <br /> <br /> To the City of Portsmouth, successful implementation of the Plan will mean significant <br />dollar savings in solid waste disposal. Last year the City spent approximately $S99,000 <br />for solid waste disposal. Had the Resource Recovery Plant been in full operation the City <br />would have spent only $189,000 for solid waste disposal, thus making $410,000 available <br />for other uses. <br /> <br /> It is recommended that CoUncil authorize the City to participate in the Regional Resource <br />Recovery Plan by pledging its full faith and credit to the proposed SPSA bond anticipation <br />notes as this Plan is considered to be in the best interest of the City." <br /> <br /> Arthur Collins, Director of Planning, SVPDC, summarized the main points of the Solid <br />Waste Resources~ilRecovery Implementation Plan. <br /> <br /> On motion of Mr. Early and seconded by Mir. Wentz, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE SOLID WASTE RESOURCES RECOVERY IMPLEMENTATION <br />PLAN. : <br /> <br /> W~EREAS, the City of Portsmouth, through its membership in the Southeastern Virginia <br />Planning District Commission, participated in a series of regional studies to find a cost <br />effective and environmentally sound solution to the solid waste problem; and <br /> <br /> WHEREAS, these studies recommend the implementation of a Regional Resource Recovery <br />Program; and <br /> <br /> WHEREAS, an indication of support and willingness to proceed with the design phase <br />to a point where a final decision to implement can be made. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it generally agrees with the conclusions and recommendations presented in the March <br />19, 1977, Resource Recovery Implementation Pt~cp~epR.r~ for its member local goverranents <br />by the Southeastern Virginia Planning District Commission, and indicates its support and <br />willingness to underwrite its proportional share (not to exceed $526,000.) of a proposed <br />$2,500,000. bond anticipation note, in the event the project is not constructed; provided <br />that all parties commit to their proportional share as stated on page 6S of said Resource Dis- <br />covery Imprementation Plan.¥ <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-157 - "Consideration of a resolution authorizing the City to sell two parcels of land <br />on Blmhurst Lane (Industrial Access Road) for $5,800. <br /> <br /> The two parcels which are surplus: proPerties left~ ovei from the Industrial Accegs Road <br />construction have been advertised and bids have been' received. ~ The' City has received a bid <br />from Washington Heights Properties Corporationooffering SI,SS0 for parcel 31 and $4,2S0 for <br />parcel #2. The two parcels being sold are contiguous to land presently owned by .the bidder. <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Wentz, the following resolution was adopted~ <br />and by the following vote: ~. <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE BID OE WASHINGTON <br /> HEIGHTS PROPERTIES CORPORATION TO PURCHASE CERTAIN CITY-OWNED PROPERTY <br /> (INDUSTRIAL ACCESS ROAD ROUTE 9999). <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has <br />property, hereinafter described, is surplus property and no longer <br />and <br /> <br />determined that certain <br />required for City purposesl <br /> <br /> WHBRKAS, the Council has, by its resolution of March 22, 1977, authorized the City <br />Manager to advertise this property for sale upon certain terms and conditions; and <br /> <br /> WHEREAS, the City Manager has caused the said property to be advertised in accordance <br />with the said authorization; and <br /> <br /> WHEREAS, Washington Heights Properties Corporation has submitted a bid in response <br />to the said advertisement; and <br /> <br /> <br />
