196 <br /> <br />May 31, 1977 <br /> <br /> 77-177 "Consideration of an ordinance on first reading to appropriate $3,176 from the <br />Federal Grants Fund for the institution of a Summer Law Intern Program for the Commonwealth <br />Attorney's Office. <br /> <br /> This appropriation will provide the necessary funds to enable the Commonwealth Attorney <br />to hire three law student interns for the summer of 1977. Of the total amount appropriated <br />$3,017 is provided by the Virginia Association of Commonwealth Attorneys and $159 represents <br />the required local match. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,176 FROM THE FEDERAL GRANTS FUND FOR A SUMMER <br />LAW INTERN PROGRAM." <br /> <br /> 77-178 "Consideration of an ordinance on first reading to appropriate <br />the Federal Grants Fund for the Jai~ Management Analyst, City Jail; and, the <br />Access and Search Technique (FASTER) System withim the Police Department. <br /> <br />$36,136 from <br />Fingerprint <br /> <br /> This appropriation will provide the necessary funds to maintain the position of Jail <br />Management Analyst, which provides administrative and planning assistance to the Sheriff's <br />Department. Also, funds will be provided to enable the Police Department to interface with <br />the City of Norfolk's system to provide a rapid automated fingerprint identification system. <br />Of the total appropriation $1,807 in local cash match is required. The City Manager recommend~ <br />adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $36,136 FROM THE FEDERAl GRANTS FUND FOR A JAIL <br />MANAGEMENT ANALYST WITHIN THE CITY JAtl AND CONTINUATION OF THE FINGERPRINT <br />ACCESS AND SEARCHING TECHNIQUE (FASTER) SYSTEM WITHIN THE POLICE DEPARTMENT." <br /> <br /> 77-179 "Consideration of an ordinance on first reading to appropriate $10,820 from the <br />Federal Grants Fund for the purpose of conducting an architectural design study of Alton <br />Square. <br /> <br /> This appropriation will provide the funding for an architectural design study of Alton <br />Square, a commercial area within the Cradock community. The study is an attempt to stop <br />blight within the area. The study will include: (1) an evaluation of the existing structures <br />(2) a proposal for improvement of the structures; (3) survey and recommendations for use of th~ <br />open space; and, (4) a market analysis of the square. Funding for this project has been re- <br />ceived~from the National Endowment for the Arts and no local cash match is required. The City <br />Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,820 FROM THE FEDERAL GRANTS FUND FOR AN <br />ARCHIT~£TURAL DESIGN STUDY OF AFTON SQUARE." <br /> <br /> 77-180 "Consideration of an ordinance on first reading to appropriate $9,500 from the <br />Capital Improvements Fund for replacement of the roof on the neighborhood facility on Elm <br />Avenue. <br /> <br /> This appropriation will provide the necessary funds to replace the slate roof, flashing <br />guttering, and down spouts on the neighborhood facility on Elm Avenue. The City has tried on <br />numerous occasions to repair and retain the current roof; but, the repairs have been inef- <br />fective and the roof continues to leak and need repairs. Th~ City Manager recommends adoption <br />on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $9,500 FROM THE CAPITAL IMPROVEMENT FUND TO REPLACE <br />THE ROOF IN THE NEIGHBORHOOD FACILITY AT ELM AVENUE." <br /> <br /> 77-181 "Consideration of an ordinance on first reading to appropriate ~15,000 from the <br />Capital Improvements Fund for preliminary engineering costs incurred on the Victory Boulevard <br />to Portsmouth Boulevard connector and the commuter bikeway on George Washington Highway. <br /> <br /> This appropriation will p~ovide the necessary funds to pay the Virginia Department of <br />Highways for the City's 15% commitment to the preliminary engineering costs already incurred <br />and billed for these two projects. $10,000 is for the Victory Boulevard to Portsmouth Boule- <br />~ard connector and $5,000 is for the bikeway on George Washington Highway. The City Manager <br />recommends adoption on first reading. <br /> <br /> On m~On of Mr. Early and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by 6-1 (Holley-nay) vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />PRELIMINARY ENGINEERING COSTS OF THE VICTORY BOULEVARD AND PORTSMOUTH BOULEVARD <br />CONNECTOR AND A COMMUTER BIKE-WAY FOR GEORGE WASHINGTON HIGHWAY." <br /> <br /> <br />
