<br /> 77-173 '!Consideration of an ordinance ~ amend the City C:ode pertaining to fe~s fo9
<br />golf courses, use of the National Guard Armory, and use of campsites and picnic shelters at
<br />Sleepy Hole Park.
<br />
<br /> This ordinance will increase the~green and annual membership fees for golf at City Park
<br />and establishes a special rate for senior citizens and student~ of high school and primary
<br />school. The rental for the National Guard is increased by $50. This ordinance also increases
<br />the fee for campsites and establishes a fee for reservation of picnic shelters at Sleepy Hole
<br />Park. The Parks and Recreation Commission has reviewed these fees, and their recommendations
<br />are included on the chart attached to the ordinance. The City Manager recommends adoption."

<br /> Arthur Hughes, 5?08 Barberry Lane, spoke regarding green fees, parking and non-super-
<br />vision at City Park.
<br /> W. M. Hooks, 310 Leonard Road, spoke regarding increase of green fees at City Park.
<br />
<br /> Motion of Mr. Eltiott and seconded by Mr. Barnes, to be deferred to meeting of June 28,
<br />1977, was adopted by unanimous vote.
<br />
<br /> 77-174 - "Consideration of an ordinance to amend the City Code pertaining to fees for
<br />commercial container box collections.
<br />
<br /> This ordinance will amend the rates for the fees charged on container boxes based on the
<br />number of collections per week. The recommended fee as outlined in the ordinance will bring
<br />the commercial charges made by the City in line with those fees now being charged by private
<br />operators for the same type service. A report from the City Manager outlining the justifi-
<br />cations for this recommendation is attached for your information. The City Manager recom-
<br />mends adoption."

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was adopted
<br />on first and final reading, and by the following vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY AMENDING SECTION 14-41 THEREOF; PERTAINING TO FEES FOR ESTABLISHING ACCOUNTS."

<br /> 77-175 - "Consideration of an ordinance establishing the age of 65 years to be the
<br />mandatory retirement date for all employees who are not members of the City's retirement
<br />systems.
<br />
<br /> City employees covered by the Supplemental Retirement System have a mandatory retire-
<br />ment age of 65 years; and, members of the Fire and Police Retirement System have a mandatory
<br />retirement age of 62. Employees hired after they have attained the age of 60 are not eligibl~
<br />for the retirement system. This ordinance will establish a mandatory retirement age for these
<br />employees consistent with those covered by the City'~ retirement systems. The City Manager
<br />recommends adoption.,

<br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was adopted
<br />on first and final reading, and by the following vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br />ADDING TO CHAPTER 2 THEREOF, SECTION 2-18 PERTAINING TO MANDATORY RETIREMENT
<br />OF THOSE OFFICERS AND EMPLOYEES NOT SUBJECT TO THE RETIREMENT SYSTEM."

<br />
<br /> 77-176 "Consideration of an ordinance on first reading to appropriate $22,836 from
<br />the Federal Grants Fund for the 1977 Summer Recreation Support Program.
<br />
<br /> This appropriation will provide funding for the Summer Recreation Support Program which
<br />has operated in the City for the last five summers. The program consists of recreational
<br />and cultural activities throughout the summer for disadvantaged youths. Examples include
<br />athletic instruction, camp scholarships, and field trips. The program is wholly funded by
<br />the Community Services Administration and requires no local match. The City Manager recom-
<br />mends adoption on first reading."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Ho'lley, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $22,836 FROM THE FEDERAL GRANTS FUND FOR THE
<br />1977 SUMMER RECREATION SUPPORT PROGRAM."
