May 31, 1977 <br /> <br />The following is a current list of requests from the Officers presented by the Committee: <br /> <br />(8) <br />(9) <br />(10)Possibility of the City paying a portion of the officer's phone <br /> officers are required to have telephones. <br />(ll)A higher level of medical coverage for those employees wishing <br /> <br />(1) Parking Detective's and other police cars in the City Motor Pool rather than in the <br /> P~rking Garage. <br />(2) Increase of special assignment pay from $5 to $6 per hour. <br />(3) Make the gun allowance a part of the base pay rather than a special add-on. <br />(4) Increase for clothing allowance from $35 to $50 per month. Also, that payment <br /> be made on a monthly or at least a more frequent basis than every 6 months. <br />(5) Assistance from the City to get better rates for the cleaning of unif6rms for the <br /> uniformed officers. <br />(6) Request the City return to unlimited sick leave for uniformed personnel. <br />(7) Guaranteed protection under Workmen's Compensation for officers injured on special <br /> duty assignments, although not specifically being paid by the City. <br /> A 5% increase in pay for all police officers. <br /> Individual police cars for all officers. <br /> bill since all <br /> <br />to purchase it. <br /> <br /> This completes the primary issues that have been discussed with the police personnel <br />throughout the course of the year. In response to the discussions and the requests, we have <br />taken action in certain areas, have indicated that we would continue to analyze certain areas <br />for possible solutions; and, indicated those areas in which we did not intend to take any <br />action or make any recommendation. In regard to the parking, we did make an offer to provide <br />parking that would be at a reduced rate to the individual officer. The 5% pay increase has <br />been recommended to be effective September 1, 1977. Also, we are proposing in response to the <br />clothing allowance request that payments be made on a quarterly basis rather than on a semi- <br />annual basis; but, not in advance or on a monthly basis. Areas that we are currently working <br />on in order to arrive at solutions include assistance in obtaining better rates for uniform <br />cleaning, a policy on the administration of special assignment pay, and the higher level of <br />medical coverage for employee participation only. <br /> <br />FIRE FIGHTERS <br /> <br /> The main issue discussed with the Fire Department Committee was the reclassification and <br />addtional Fire Department ranks which was resolved by the actions taken by the City at the <br />close of the 1976 Fiscal Year. The main issue of discussion with the Fire Department personne <br />this year was the impact of in-grade progressions on Firefighter ranks, specifically on short <br />service officers who were promoted. <br /> <br /> We had a lengthy discussion explaining in considerable detail the planning and effort that <br />went into the establishment of the in-grade progression provision in the City Pay Plan. On <br />September 2, 1976, we met with a group of 6 Firefighters, who were the individuals that were <br />impacted by the 1975 grade increase coupled with the implementation of in-grade progression. <br />We advised that their individual cases because of their specific service dates relative to <br />shorter service employees were currently under review. We later took action to realign those <br />persons with 1973 and 1974 service dates which resolved the majority of the problems outlined <br />by the Committee. <br /> <br /> Om September 27, 1977, there was a meeting on the specific subject of officers who were <br />supervising employees who were receiving a higher rate of pay than the supervisor. In their <br />opinion this was a £orm of penalty for outstanding officers who were promoted with relative she <br />service. Their recommendation for correcting this would be to adopt a procedure of promoting <br />employees'directly to the last step in their new classification, or review each individual pro~ <br />tion so that each officer being promoted would be placed in a step providing higher pay than <br />any employee that he supervises. We could offer-these officers little encouragement on this <br />particular request, but we did point out the following: <br /> <br />The inequities that applied to the uniform services as a result of a combination of <br />their grade increase and the implementation of in-grade progression had basically <br />been.eliminated by individual pay adjusme~ts. However, there was no intent to apply <br />this to the higher ranks. <br /> <br /> (2) The position of the Firefighters was not unique to the Fire Department within the <br /> City. Numerous examples can be sited where employees in lower grades with longer <br /> service are being supervised by personnel making less money than they are. The <br /> trade-off here is obviously the potential of the supervisor to ultimately obtain <br /> a higher rate of pay based on his higher grade, and his ultimate accumulation of longc <br /> service. <br /> No other Meet and Discuss sessions were held either indivdually or with employee groups. <br />A meeting has been scheduled for May 24tk.with Social Services Department supervisory personnel <br />to discuss the proper procedures in dealing with the recently organized Social Services per- <br />sonnel. Mr. Ken Kee, the Personnel Director, and Mr. Gordon Tayloe, the City Attorney, will <br />be present at this meeting.
