2O7 <br /> <br />June 14~ 1977 <br /> <br /> This ordin~nde ~ill close that portion of Middle Street between County and Columbia <br />Streets. The street is adjacent to property owned by the City and the Portsmouth Redevelop- <br />ment and Housing Authority. The closing of this street will add additional land to the sites <br />already cleared £or future development. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING THE FOLLOWING STREET: A PORTION OF MIDDLE STREET BETWEEN <br />COUNTY STREET AND COLUMBIA." <br /> <br />Ayes: Barnes, Early, Holley, Wentz <br />Nays: None <br /> <br /> ??-207 "Consideration of an ordinance closing a portion of Middle Street between Count) <br />and King Streets. <br /> <br /> This ordinance will close that portion of <br />permanently to vehicular traffic in and around <br />Manager recommends adoption.' <br /> <br />MiddIe Street <br />the Edinburgh <br /> <br />between County and King Streets, <br />Square Parking Ramp. The City <br /> <br /> On motion of Mr, Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING THE <br />THE NORTHERN RIGHT OF WAY <br />LINE OF KING STREET." <br /> <br />FOLLOWING STREET: A PORTION OF MIDDLE STREET BETWEEN <br />LINE OF COUNTY STREET AND THE NORTHERN RIGHT OF WAY <br /> <br />Ayes: Barnes, Early, Holley, Wentz <br />Nays: None <br /> <br /> 77-208 "Cnnsideration of an ordinance to amend the City Code by amending Sections <br />23-493 and 494 pertaining to malls and mall transient streets. <br /> <br /> This ordinance will create a mall street on Middle Street between High Street and Queen <br />Street. The ordinance will also further res~trict vehicular traffic on mall streets and mall <br />transient streets by regulating the use of these streets by delivery trucks and other vehicles <br />This will eliminate all vehicular traffic including parking. The purpose of this amendment <br />is to retain a public easement for pedestrian traffic and that vehicular traffic necessary <br />to make deliveries to businesses. A letter of explanation is atfached for your information. <br />The City Manager recommends adoption." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early to amend Section 23-493 to mall and <br />limited access streets, was adopted by unanimous vote. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, as amended, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE <br />BY AMENDING SECTIONS 23-493 AND 23-494, <br />STREETS." <br /> <br />CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> PERTAINING TO MALL AND MA~L TRANSIT <br /> <br />Ayes: Barnes, Early, Holley, Wentz <br />Nays: None <br /> <br /> 77-209 "Consideration of an ordinance to amend the designation of the Federal Grants <br />Fund category to Grants Fund. <br /> <br /> This amendment will permit us to continue using the Grants Fund for appropriations on <br />all grants received by the City; but, will not restrict it to Federal Grants only. The City <br />Manager recommends adopt%on." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted_ <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMENDING THE DESIGNATION OF THE FEDERAL GRANTS FUND CATEGORY <br />IN THE CITY BUDGET." <br /> <br />Ayes: Barnes, Early, Holley, Wentz <br />Nays: None <br /> <br /> 77-210 - "Consideration of a resolution desiBnating the~Portsmouth Mental Health and <br />Mental Retardation Services Board as the agency responsible for administration and operation <br />of Substance Abuse Programs, <br /> <br /> The State Code was amended in 1976 consolidating the responsibility for substance abuse <br />activities within the newly created division of Substance Abuse under th.e State Department <br />of Mental Health and Mental Retardatinn. The Code authorizes the local governing bodies <br />to designate the agency to be responsible for the administration and operation of these pro- <br />grams. This resolution will designate the Portsmouth Mental Health and Mental Retardation <br />Services Board. The resolution also advises the Council's desire that the Board work cooper- <br />atively with the Southeastern Virginia Planning District Commission, who was designated under <br />~he State Code with the responsibility for substance abuse planning. The City Manager recom- <br />mends adoption." <br /> <br /> <br />
