2O7 June 14~ 1977 This ordin~nde ~ill close that portion of Middle Street between County and Columbia Streets. The street is adjacent to property owned by the City and the Portsmouth Redevelop- ment and Housing Authority. The closing of this street will add additional land to the sites already cleared £or future development. The City Manager recommends adoption." On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was adopted on first and final reading, and by the following vote: "AN ORDINANCE CLOSING THE FOLLOWING STREET: A PORTION OF MIDDLE STREET BETWEEN COUNTY STREET AND COLUMBIA." Ayes: Barnes, Early, Holley, Wentz Nays: None ??-207 "Consideration of an ordinance closing a portion of Middle Street between Count) and King Streets. FOLLOWING STREET: A PORTION OF MIDDLE STREET BETWEEN LINE OF COUNTY STREET AND THE NORTHERN RIGHT OF WAY Ayes: Barnes, Early, Holley, Wentz Nays: None 77-208 "Cnnsideration of an ordinance to amend the City Code by amending Sections 23-493 and 494 pertaining to malls and mall transient streets. This ordinance will create a mall street on Middle Street between High Street and Queen Street. The ordinance will also further res~trict vehicular traffic on mall streets and mall transient streets by regulating the use of these streets by delivery trucks and other vehicles This will eliminate all vehicular traffic including parking. The purpose of this amendment is to retain a public easement for pedestrian traffic and that vehicular traffic necessary to make deliveries to businesses. A letter of explanation is atfached for your information. The City Manager recommends adoption." Motion of Mr. Holley and seconded by Mr. Early to amend Section 23-493 to mall and limited access streets, was adopted by unanimous vote. On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted on first and final reading, as amended, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE BY AMENDING SECTIONS 23-493 AND 23-494, STREETS." CITY OF PORTSMOUTH, VIRGINIA, 1973, PERTAINING TO MALL AND MA~L TRANSIT Ayes: Barnes, Early, Holley, Wentz Nays: None 77-209 "Consideration of an ordinance to amend the designation of the Federal Grants Fund category to Grants Fund. This amendment will permit us to continue using the Grants Fund for appropriations on all grants received by the City; but, will not restrict it to Federal Grants only. The City Manager recommends adopt%on." On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted_ on first and final reading, and by the following vote: "AN ORDINANCE AMENDING THE DESIGNATION OF THE FEDERAL GRANTS FUND CATEGORY IN THE CITY BUDGET." Ayes: Barnes, Early, Holley, Wentz Nays: None 77-210 - "Consideration of a resolution desiBnating the~Portsmouth Mental Health and Mental Retardation Services Board as the agency responsible for administration and operation of Substance Abuse Programs, The State Code was amended in 1976 consolidating the responsibility for substance abuse activities within the newly created division of Substance Abuse under th.e State Department of Mental Health and Mental Retardatinn. The Code authorizes the local governing bodies to designate the agency to be responsible for the administration and operation of these pro- grams. This resolution will designate the Portsmouth Mental Health and Mental Retardation Services Board. The resolution also advises the Council's desire that the Board work cooper- atively with the Southeastern Virginia Planning District Commission, who was designated under ~he State Code with the responsibility for substance abuse planning. The City Manager recom- mends adoption."
