208 <br /> <br />June ll. 1977 <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION DESIGNATING THE PORTSMOUTH MENTAL HEALTH AND MENTAL RETARDATION <br /> SERVICES BOARD AS THE AGENCY RESPONSIBLE FOR ADMINISTRATION AND OPERATION OF <br /> SUBSTANCE ABUSE PROGR3%MS. <br /> <br /> WHEREAS, the Code of Virginia was revised in 1976 to consolidate responsibility for sub- <br />stance abuse activities within a newly created division of Substance Abuse within the State <br />Department of Mental Health and Mental Retardation; and <br /> <br /> WHEREAS, Section 37.1-205(12), Code of Virginia, 1950, as amended, affords local units <br />of government the authority to designate the agency to be responsible for the administration <br />and operation of locally based substance abuse prevention and control programs; and <br /> <br /> WHEREAS, the Portsmouth Mental Health and Mental Retardation Services Board has requested <br />such a designation and the Council wishes to formalize current practice and policy with regard <br />to such designation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, <br />hereby designates the Portsmouth Mental Health and Mental Retardatian Services Board as the <br />agency responsible for the administration and operation of substance abuse programs within <br />the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that it is the Council's desire that the Board work cooperatively <br />with the Southeastern Virginia Planning District ComMission's regional Substance Abuse Advisor' <br />Committee in the development of a regional substance abuse plan." <br /> <br /> Ayes: Barnes, Early, Holley, Wentz <br /> Nays: None <br /> <br /> 77-211 - "Consideration of a resolution approving the City of Portsmouth Mental Health <br />and Mental Retardation Services Board's Program for services and facilities for Fiscal Year <br />1977-78, subject to certain limitations. <br /> <br /> Section 37.1-197 of the~Code of Virginia r~quires all Chapter X, Mental Health and Mental <br />Retardation Services Boards to have~h~ir plan and budget approved by the local governing <br />body prior to the beginning of the fiscal year. This plan has been submitted to the Adminis- <br />trative Staff for review; therefore, it is our recommendation that the resolution be adopted. <br />The City Manager recommends adoption.7 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RHSOLUTION APPROVING THE CITY OF PORTSMOUTH MENTAL HEALTH AND MENTAL RETAR- <br /> DATION SERVICES BOARD'S PROGRAM FOR SERVICES AND FACILITIES FOR FISCAL YEAR <br /> 1977-78, SUBJECT TO CERTAIN LIMITATIONS. <br /> <br /> WHERF~AS, Section 37.1-197, Code of Virginia, 1950, as amended, requires every Community <br />Mental Health and Mental Retardation Services Board to have approved its plan and budget by <br />the governing body of the political subdivision of which it is an agency; and <br /> <br /> WHEREAS, <br />of Portsmouth; <br /> <br /> WHEREAS, <br />of Portsmouth. <br /> <br />it is necessary that this CounCil approve and endorse such a program for the Cit~ <br />and <br /> <br />this Council has reviewed such a program and finds it well adapted to the City <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />it does hereby approve and endorse the Portsmouth Mental Health and Mental Retardation Services <br />Board's Program for services and facilities for fiscal year 1977-78, subject to modification <br />in funding as approved in the 1977-78 operating budget for mental health. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to prepare a certif5 <br />copy of this resolution to be submitted to the appropriate state agencies." <br /> <br /> Ayes: Barnes, Early, Holley, Wentz <br /> Nays: None <br /> <br /> 77-212 - "Consideration of a resolution authorizing the City Manager to advertise for <br />sale surplus City property located at 4226 Burnham Drive. <br /> <br /> This is a 110' by 162' lot, previously used as a well site for the Edgefield sub-division <br />prior to the installation of City water in that area.~ The City purchased the water system fro~ <br />the private developer and the site is no longer neededi~by the City or the Public Utility Deparl <br />ment. Sale of the site has been recommended by the Planning Commission.
