<br /> The following letter from the City Manager was submitted:
<br />
<br /> "Attached please find a copy of the recommendations of the Parks and R~creation Commission
<br />for projects to be funded from the Open Space/Contingency Account which is funded from General
<br />Obligation Bonds. You will note that I have not included several of the projects requested
<br />by the Commission in my recommendation for appropriation of funds at the June 28, 1977 Council
<br />Meeting. The basis for this action is that the projects not recommended do not have a life
<br />of twenty years and, therefore, using bonds funds for these projects would not be an appropriate
<br />
<br />expenditure.
<br />
<br /> I propose to include the balance of the funds, approximately thirty-thousand dollars, in
<br />the upcoming budget as a prior authorization. These funds can be used to fund a project
<br />scheduled for 1977-78 which can be capitalized over twenty years. An equivalent amount of
<br />Revenue Sharing funds will then be made available to implement the remaining projects recom-
<br />mended by the Parks and Recreation Commission."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following drdinance was approved on
<br />first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />PURCHASE A'ND DEVELOPMENT OF OPEN SPACE LAND IN PRENTIS PARK, DEVELOPMENT OF A
<br />SOFT BALL FIELD IN RIDDICK-WEAVER DEVELOPMENT, DEVELOPMENT OF A LITTLE LEAGUE
<br />BASEBALL FIELD AT TRUXTON AND SPORTS LIGHTS AT SIMONSDALE AND CHURCHLAND ACADEMY."

<br /> 77-229 "Consideration of an ordinance amending the Erosion and Sediment Control Ordinanc.
<br />pertaining to installation of utility lines,
<br />
<br /> This ordinance will amend the Erosion and Sediment Control Ordinance pursuant to mandate
<br />of the State Legislature, which enacted a bill requiring installation of utilitylines to be
<br />approved by local authority. Prior to the State Legislature amendment, utility lines had been
<br />exempt from the Erosion and Sediment Control Ordinance. The City Manager recommends adoption.~

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was adopted on
<br />first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br />AMENDING SECTION 32-60.4; PERTAINING TO ~ROSION AND SEDIMENT CONTROL."

<br />
<br /> 77-230 "Consideration of an ordinance establishing an Advisory Commission to the local
<br />Board of the Social Services Department of the City of Portsmouth.
<br />
<br /> The State Legislature at the 1977 session passed legislation requiring an ad~±sory board
<br />to the Social Servides Department for the purpose of advising and monitoring the policy matter~
<br />of the department. The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was adopted on
<br />first and final readings and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br />ADDING TO CHAPTER 2 THEREOF, A NEW DIVISION TO ARTICLE X ESTABLISHING THE SOCIAL
<br />SERVICES D~PARTMENT ADVISORY COMMISSION."

<br /> 77-231 "Consideration of a resolution approving Group Housing Pr6ject GHP-??-IR, known
<br />as "Newtowne Apartments" proposed for the Southside Community Development area.
<br />
<br /> The site plan for the "Newtowne Apartments" was previously approved by the~,City Council
<br />on February 8, 1977. The revised plan to be endors~tby this resolution calls for a slightly
<br />enlarged site, 3.1 acres south of Lincoln Street between 6th and ~th Streets. The revised
<br />plan calls for only three structures as shown on the proposed redevelopment site plan for
<br />the 48 units. A letter from the Planning Commission recommending approval is attached for
<br />your information. The City Manager recommends adoption."

<br />ject; Dan E. Griffin, Architect, was available for questions and answers.

<br />On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution was adopted,
<br />by the following vote:
<br />
<br />'~A RESOLUTION GRANTING APPROVAL FdR A GROUP HOUSING PROJECT PURSUANT TO
<br />SECTION 40-55 OF THE CODE OF THE CITY OF PORTSMOUTH, 1973, AS ~ENDED,
<br />SAID PROJECT BEING KNOWN AS NEW TOWNE APAR~ENTS AND DESIGNATED AS
<br />GHP-77-1R.
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has made application pursuant
<br />to Section 40~55 of the Code of the City of Portsmouth, Virginia, 1973, as amended,
<br />for the granting and approval for a group housing project known as New Towne Apartments,
<br />GHP-1R; and
