June 28~ 1977 <br /> <br /> This appropriation will provide the necessary funds to establish a local Youth Conservati <br />Corps. The program will be under the supervision of the Parks and Recreation Department and <br />will employ a total of 32 youths. The program will enhance local conservation efforts in the <br />areas of erosion control, reforestation, clearing undesirable growth, and construction of nXtu~ <br />trails. The program will last eight weeks with funding supplied by the United States Youth <br />Conservation Corps. The City Manager recommends adoption on first reading." <br /> <br />~e <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $32,528 FROM THE GRANTS FUND FOR THE ESTABLISHMENT <br />OF A YOUTH CONSERVATION CORPS DAY CAMP AT EACH OF THE CITY'S FOUR PARKS." <br /> <br /> 77-225 "Consideration of an ordinance on first reading to appropriate $23,000 from the <br />Grants Fund for the continuation of the Comprehensive Planning Assistance Program. <br /> <br /> This appropriation will provide the necessary funds to continue the Comprehensive Plan- <br />ning Assistance Program begun in 1973. The work plan for the coming year concentrates on <br />three major areas; managment services, land use, and housing. This program has been reduced <br />in scope from the current year's $57,600. However, i~wi~l~ravide- the necessary funds to <br />employ one staff member. This appropriation is funded 100% with HUD 701 funds with no local <br />cash match required; but, in-kind match on the part of the City staff is a requirement. The <br />City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the £ollowing ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $23,000 FROM THE GRANTS FUND FOR THE CONTINUATION <br />OF THE COMPREHENSIVE PLANNING ASSiStaNCE PROGRAM." <br /> <br /> 77-226 "Consideration of an ordinance on first reading to appropriate $159,161 from <br />the Grants Fund for the continuation 6f the Methadone Treatment and Rehabilitation Program. <br /> <br /> This appropriation will provde for the continuation of the Methadone Maintenance Program <br />for the fifth year. The objectives of this program are to ~educe the incidence of drug re- <br />lated deaths and illnesses. The program has maintained an annual caseload of approximately <br />103 patients. Of the total appropriation, $46,200 represents funds from the National Insti- <br />tute of Drug Abuse, $95,000 represents funding from the State Health Department, and $17,961 <br />is the required local match which is included in the FY 1977 Mental Health Fund Budget. A <br />summary of the program outlining the objectives, financial commitments, etc., is enclosed for <br />your information. The City Manager ~ecommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $159,161 FROM THE GRANTS FUND FOR THE CONTINUATION <br />OF THE PORTSMOUTH METHADONE TREATMENT AND REHABILITATION PROGRAM FOR THE FIFTH <br />YEAR." <br /> <br /> 77-227 "Consideration of an ordinance on first reading to appropriate $50,000 from the <br />Capital Improvements Fund for the Olde Towne area, the Frank Lawrence Stadium outfall and <br />the South Portsmouth outfalt. <br /> <br /> This appropriation will provide the necessary funds for the Engineering Department to <br />begin preliminary ~urveying and design work required to develop the master design outfall in <br />accordance with the master design plan in the three areas outlined above~ Included in this ap <br />propriation is $10,633 in off-site drainage assessments which were being held on deposit to <br />offset the cost of design and construction of the off-site drainage for these particular areas <br />The City Manager eecommends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR A <br />PRELIMINARY SURVEY OF OFF-SITE DRAINAGE DESIGN IN THE OLDE TOWNE AREA, FRANK <br />D. LAWRENCE STADIUM OUT-FALL AND THE SOUTH PORTSMOUTH DRAINAGE OUT-FALL." <br /> <br /> 77-228 "Consideration of an ordinance on first reading to appropriate $100,000 from <br />the Capital Improvements Fund for the purchase of open space land i~ Prentis Park, development <br />of a softball field with lights at Riddick Weaver, development of a Little League field at <br />Truxton School, and sports lighting at Simonsdale and Churchland Academy. <br /> <br /> This appropriation will provide the necessary funds to purchase and develop open space <br />land in Prentis Park which was cited as the number one priority in the overall open space <br />recreation study recently completed. This appropriation also includes funds for development <br />of a softball field with lights at Riddick Weaver and development of the Little League field <br />the Truxton school property. [unds from this appropriation will be used to construct sports <br />lighting at the Simonsdale complex and to complete the sports lightin~ on the Churchland Acadesy <br />field. $25,000 of this appropriation was included in the Capital Improvements Program for <br />1976-77 for the Simonsdale sports lighting. The balance of this appropriation, $75,000, is <br />to be funded from the open space ~ontingency account in the Capital Improvements Program <br />Budget for 1976-77. A letter from the Parks and Recreation Commission requesting these funds <br />be used for priority items is included for your information. The City Manager recommends <br />adoption on first reading." <br /> <br /> <br />
