2 .4 <br /> <br />June 28, 1977 <br /> <br /> 77-235 - "Consideration of a resolution amending the Park View Conservation and Redevelop- <br />ment Plan, VAR-48. <br /> <br /> The proposed amendments, which are minor in nature, call for the elimination of a planned <br />pedestrian wall~ay and other manor changes which have been made to the plan's narrative in <br />order to facilitate the projects housing development strategy. This amendment in no way <br />effects the boundaries of the project or increases the City's local cost. This amendment has <br />been reviewed by the City's Planning Commission and has been recommended for your approval. <br />The City Manager reco~ends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 4 TO THE CONSERVATION AND REDEVELOPMEN%iPLAN <br />FOR THE PARK VIEW CONSERVATION AND REDEVELOPMENT PROJECT VA. R-48. <br /> <br /> WHEREAS, this Council by resolution adopted July 9, 1968, approved a Conservation and <br />Redevelopment Plan for the Park View Conservation and Redevelopment Project, VA. R-48, Ports=~ <br />mouth, Virginia, which plan has been amended previously; and <br /> <br /> WHEREAS, there has been presented to this body for consideration and approval, <br />of an amended Conservation Plan for the project area, dated March, 1977, which plan <br />of 19 pages and 3 exhibits; and <br /> <br />a copy <br />consists <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this amendm <br />ment is in the best~interest of the City's renewal effort; and <br /> <br /> WHEREAS, said Amendment No. 4 has been carefully reviewed and said Conservation Plan <br />conforms to the general plan for development of the City of Portsmouth as a whole; and <br /> <br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />inhabitants that the said amendment be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Amon~m~mt No. 4 to the Conservation Plan and Redevelopment Plan for the Park <br />View Project, VA. R-48, having been duly reviewed and considered, it is hereby found: <br /> <br />Ca) <br /> <br />That the objectives of the Park View Conservation and Redevelopment Project, <br />VA. R-48, Portsmouth, Virginia, can be better achieved by the adoption of <br />said amendment. <br /> <br />(b) <br /> <br />That ~Araendment No. 4 for the project area conforms to the general plan for <br />the City of Portsmouth as a whole. <br /> <br />i 2. That Amendment No. 4 to the Park View Conservation and Redevelopment Plan, VA. R-48, <br />having been duly reviewed and considered, is hereby approved and the City Clerk is hereby <br />directed to file a copy of said Amendment with the Minutes of this meeting." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 77-236 - "Consideration of a resolution authorizing the City Manager to convey to the <br />Virginia Department of Highways and Transportation for $56,760 the area designated as Twin <br />Pine Recreation Area under right-of-way acquisition for the Western Freeway. <br /> <br /> The ~irginia Department of Highways and Transportation has made an offer of $56,760 <br />for this property, which is in line with appraised value of land in this area. This resolutio~ <br />is being adopted with the understanding that the use of the area as a recreation facility will <br />continue until the purchase and development of a relocated site has been accomplished by the <br />City. The funds to be received ~y the City will be used for the purchase and development of <br />the relocated site. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolutimn was adopted, <br />and by the following vote; <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CO~'EY PROPERTY KNOWN AS TWIN PINES <br /> RECREATION AREA, ON CERTAIN CONDITIONS, TO THE VIRGINIA DEPARTMENT OF HIGHWAYS <br /> AND TRANSPORTATION TO BE USED AS PART OF THE ADVANCED RIGHT-OF-WAY ACQUISITION <br /> FOR THE WESTERN FREEWAY. <br /> <br /> WHEREAS, the Twin Pines Recreation area is situate within the proposed right-of-way <br />of the Western Freeway; and <br /> <br /> WHEREAS, the Twin Pines Recreation area within such right-of-way has been appraised <br />at Fifty-six Thousand, Seven Hundred Sixty and OO/IOO ($S6,760.) Dollars and said Department <br />has agreed to pay, and the City has agreed to accept such sum; and <br /> <br /> WHEREAS, such Fifty-six Thousand, Seven Hundred Sixty and OO/1OO ($56,760.) Dollars <br />will be used to establish a new recreation facility in the Twin Pines area. <br /> <br /> NOW~ THEREFORE~ BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That the City Manager is authorized to convey property known as Twin Pines Recreatioh <br />area to the Virginia Department of Highways and Transportation for the sum of Fifty-six <br />Thousand, Seven Hundred Sixty and 00/100 ($56,760.) Dollars to be used as part of the advanced <br /> <br /> <br />
