<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY ~NAGER TO ACCEPT A PROPOSAL FOR THE EXCF~NGE
<br />OF CERTAIN CITY-OWNED PROPERTY ON WAVERLY BOULEVARD~ PORTSMOUTH, VIRGINIA;
<br />AUTHORIZING THE CITY Y~NAGER TO COld. BY SAID CITY-OWNED PROPERTY.
<br />
<br /> WHEREAS, by Resolution adopted by the Council of the City of Portsmouth on May 51,
<br />1977, the City Manager advertised and received bids for the sale or exchange of certain
<br />hereinafter-described City-owned property; and
<br />
<br /> WHEREAS, Mrs. Fanny R. Lee has proposed that the hereinafter-described City-owned
<br />property be exchanged for adjacent property owned by Mrs. Lee; and
<br />
<br /> WHEREAS, said exchange of property would permit the City to complete certain plans
<br />for development of parks and parking lot in the Olde Towne area of the City of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to accept the proposal of Fanny
<br />R. Lee to exchange property for the hereinafter-described City-owned property:
<br />
<br /> All that certain piece or parcel of land situate, lying and being in the
<br />City of Portsmouth, Virginia, bounded and described as follows:
<br />
<br /> Beginning at a ~oint on the southern boundary of Waverly Boulevard;
<br />said pOint oeing N86~57'54' east 142.60 feet from the southeast intersection
<br />of Waverly Boulevard and Dinwiddie Street; thence from said point continuing
<br />N86°57'54'' east 6.90 feet to a point; thence south 0.3032'42" east 127.3~
<br />feet to a point; thence N86°57'54" east 6.90 feet tO a point; thence NOSV32'
<br />42" west 127.35 feet to the Point of Beginning.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to
<br />complete all transactions and execute all documents incident to the conveyance of this
<br />property."

<br /> 77-234 "Consideration of an ordinance designating;the four corners
<br />Streets astthe Town Square Historic District.
<br />
<br />of High and Court
<br />
<br /> This ordinance will designate the four corners of High and Court Streets as a Historic
<br />District. This matter is also being considereR concurrehtly by the Planning Commission and
<br />the Board of Architectural Review for inclusion into the City's Histpric Zoning Ordinance.
<br />Such interest is based upon the 1752 plan of Colonel William Crawford. The City Manager
<br />recommends adoption."

<br /> The following letter received from Mary B. Channel, Chairman, Commission of Architectural
<br />Review;
<br />
<br /> "The Commission of Architectural Review has reviewed the proposed Town S~uare Historic
<br />District with the understanding that the proposed ordinance does not connote rezo~igg to an
<br />Historic District. This understanding is fundamental to our disposition in this matter.
<br />
<br /> The Commission is encouraged by the acknowledgement and commitment of the City to
<br />Historic preservation, and we concur with the premise that the four corners are intrinsic
<br />to the history of Portsmouth. The four corners represent a portion of the original plat.
<br />They were dedicated for public use as sites for a church, market, courthouse, and jail.
<br />Only two of the four corners, however, are in the original use, i.e., the Courthouse and
<br />Trinity Church.
<br />
<br /> It is the feeling of the Commission that the historic district might in time be expanded
<br />to include other structures of architectural or historic merit - perhaps of significance
<br />greater than one or two non-original buildings on the four corners.
<br />
<br />We hope that you will take these matters into consideration as you review the proposal."

<br />Motion of Mr. Barnes and seconded by Mr. Elliott, to adopt on first and final reading.
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Early, to amend the ordinance that the plat to
<br />take in only buildings on four co~ners, and was adopted by unanimous vote. ~
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was
<br />on first and final reading, as amended, and by the following vote:
<br />
<br /> "AN ORDINANCE DESIGNATING THE FOUR CORNERS OF HIGH AND COURT STREETS AS THE
<br /> TOWN SQUARE HISTORIC DISTRICT."
