This resolution shall take effect on July 1, 1977." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, east, Wentz, Davis <br />Nays: None <br /> <br /> 77-237 - "Consideration of a resolution endor~ng the Brighton Curb and gutter and <br />street improvement project as the number one priority for the second round of the local <br />Public Works Act in the amount of $446,000. <br /> <br /> The City has been notified ~y the Economic Development Administration that the City's <br />entitlement under the revised formula for local Public Works funding is $446,000. The <br />entitlement is not sufficient to complete Brighton nor to accomplish any improvements in <br />Truxton which ~re both part of the number one priority submitted under rounds one and two. <br />These funds will be used for curbs and gutters and street improvements in a seven block area <br />abutting Effingham Street in order that we may accomplish this work in a continuous and <br />orderly fashion. The City Manager ~ecommends adoption." ~ <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following resolution was adopted: <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR FUNDS FOR THE BRIGHTON <br />STREET I~PROVEMENTS PROJECT UNDER THE PUBLIC WORKS EMPLOY~ENT ACT OF 1976, <br />ROUND II; DESIGNATING THE CITY IVbkNAGER AS OFFICIAL REPRESENTATIVE OF THE CITY <br />OF PORTSMOUTH IN CONNECTION WITH THIS APPLICATION. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has designated tho Brighton <br />Street Improvement Project as its Number 1 priority of projects to be funded under the <br />Public Works Employment Act of 1976, Round It; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has reviewed the application <br />for funds for the hereinabove described project and agree to abide by all assurances and <br />undertakings contained therein. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to apply for funds for the Brighton <br />Street Improvement Project under the Public Works Employment Act of 1976, Round II. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby designated as the official <br />representative of the City of Portsmouth and authorized to take any action in connection <br />with this application and provide any additional information in connection therewith to <br />the Economic Development Administration." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-238 - "Consideration of a rssolution providing for the establishment of a Regional <br />Group Home Commission and agreeing to appropriate up to $15,000 as specified in a joint <br />contract entered into by the cities of Chesapeake, Portsmouth, Virginia Beach, Suffolk and <br />Franklin; and, the counties of Isle of Wight and Southampton. <br /> <br /> This resolution authorizeg the City Manager to commit up to $15,000 for expenses of the <br />Regianal Group Home Commission. Prior to this time, the City of Chesapeake had been respon- <br />sible for the entire funding of such program although all parties to the contract were re- <br />ceiving the benefits therefrom. The above amount represents the City's share of advanced <br />funding, which will be credited toward the City's future per diem charges. The City Manager <br />recommends adoption." <br /> <br /> Garland R. Culpepper, ~211 Camellia Drive, representing Regional Juvenile Group Home, <br />relinquished his time to R. B. Dunsmore. <br /> <br />R. B. Dunsmore, Group Home Administrator, spoke in support of the resolution. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, tke following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION PROVIDING FOR THE ESTABLISHMENT OF A REGIONAL GROUP HOME COMMISSION. <br /> <br /> WHEREAS, the City of Chesapeake, City of Portsmouth, City of Virginia Beach, City <br />of Suffolk, City of Franklin, County of Isle of Wight, and County of Southampton desire <br />to provide for the establishment of a regional group home commission; and <br /> <br /> WHEREAS, the establishment of said regional group home commission requires that concur- <br />rent resolutions be approved by the governing bodies of each of said political subdivisions. <br /> <br />NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> <br />
