June 22,1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 22, 1999, <br />there were present: <br /> <br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. <br />Massie, Assistant City Attorney Nancy B. Cherry. <br /> <br /> S. H. Clarke Academy Cadet Drill Team opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on June 7, 1999, a Called Meeting on June 8, 1999, and a Regular <br />Meeting on June 8, 1999, and was adopted by unanimous vote. <br /> <br />99 - 141 - Presentations: <br /> <br />Adoption of a resolution honoring Richard Joseph "Dick" Davis, former Mayor of the <br />City of Portsmouth. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION HONORING RICHARD JOSEPH "DICK" DAVIS, FORMER MAYOR <br />OF THE CITY OF PORTSMOUTH. <br /> <br /> Whereas, Richard Joseph "Dick" Davis was born in Portsmouth, Virginia on <br />August 4, 1921; and <br /> <br /> Whereas, he attended the Portsmouth Public Schools, graduating from Woodrow <br />Wilson High School; and <br /> <br /> Whereas, after graduation from high school, Dick Davis attended the College of <br />William and Mary and the University of Virginia School of Law; and <br /> <br /> Whereas, he was also a member of the United States Marines, fighting in the <br />Pacific during World War II and in Korea, and retiring finally as a Lieutenant Colonel in <br />the Marine Reserves; and <br /> <br /> Whereas, he was the founder of Virginia Investment and Mortgage Corp., was <br />President of Tidewater Professional Sports, served on the boards of many banks and <br />businesses, was Chairman of the Portsmouth Chamber of Commerce and served as <br />Director of the Commonwealth's Department of World Trade; and <br /> <br /> Whereas, he was a distinguished partner in the Portsmouth law firm of Cooper, <br />Spong and Davis; and <br /> <br /> Whereas, Dick Davis served his City as Chairman of the Portsmouth Industrial <br />Development Authority and as Mayor from 1974 to 1980; and <br /> <br /> Whereas, he actively supported and led numerous fundraising efforts for local <br />charitable and civic causes, including the Young Men's Christian Association and the <br />Martha Davis Cancer Center; and <br /> <br /> Whereas, Dick Davis served as Lieutenant Governor of the Commonwealth of <br />Virginia from 1981 to 1985, was a Democratic candidate for the United States Senate <br />and served as Chairman of the Democratic Party in Virginia; and <br /> <br /> Whereas, during his lifetime, Dick Davis received many honors reflecting his civic <br />dedication and many interests, including First Citizen of Portsmouth in 1973, Tidewater <br />Area Business League Humanitarian of the Year in 1974, Virginia Exchange Club's <br />Distinguished Virginian of the Year in 1979, Sportsman of the Year in 1963, and Man of <br />the Year in Sports in 1974; and <br /> <br /> <br />
