236 <br /> <br />July' 1~ lq77 <br /> <br /> 77-261 - "Consideration of a motion authorizing the City Attorney to drawup and the <br />City Manager to execute an agreement with the Portsmouth R~evelopment and Housing Authority <br />authorizing said authority to construct and manage forty-eight units of housing in the South- <br />side I Commun±ty Development area. <br /> <br /> This agreement is necessary for the City to legally cause construction of housing in <br />conformance with the Code of Virginia. The housing is to be built using funds from the 1977 <br />Community Development Program under the section known as "Housing of Last Resort" which <br />authorizes the use of Community Development funds for such purposes. The City Manager recom <br />mends adoption." (See Exhibit 77-261 Letter from City Attorney) <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, to concur in the recommendation of the <br />City Manager, and was adopted by unanimous vote. <br /> <br /> 77-262 - "Consideration of a resolution requesting the Secretary of fhe Navy to consider <br />donating the Silver Service of the USS Portsmouth to the Portsmouth Naval Shipyard Museum. <br /> This resolution is in response to a request by the Portsmouth Naval Shipyard Museum and <br />the Portsmouth Historical Association, both of which are attempting to secure the original <br />silver service donated to the Navy by the City of Portsmouth in 1940. The City Manager <br />recommends adoption." <br /> <br /> On motion of Hr. Barnes and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION REQUESTING THE SECRETARY OF THE NAVY TO DONATE THE SILVER SERVICE <br /> OF THE USS PORTSMOUTH TO THE CITY OF PORTSMOUTH. <br /> <br />the Portsmouth Historical Association has recommended that the City request <br /> the USS Portsmouth to <br /> <br /> WHEREAS, <br />the Secretary of the Navy to donate the original silver service of <br />the City; and <br /> <br /> WHEREAS, it is fitting such silver service be returned to the City for historical and <br />cultural preservation in that the City of Portsmouth donated same in 1940 to the Navy. <br /> NOW, THEREFORE, BE IT RESOLVED by the City of Portsmouth, Virginia, that the Secretary <br />of the Navy is requested to donate the silver service of the USS Portsmouth to the City of <br />Portsmoutk." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />77-194 - The following report from~the..Municipal Finance Commission presented: <br /> <br /> "At the meeting of the City Council held May 31, 1977, the City Council referred to the <br />Municipal Finance Commission the matter of changing the method of purchasing for the City's <br />school cafeterias. The City Council's instructions were for the Commission to determine what <br />the financial impact would be on the City. <br /> <br /> Discussinns were held with school officials by the School Committee of the Commission <br />and by the Commission at large. Some of the areas which were being investigated as alternati% <br />by the school administration had caused concern and prompted correspondence from several local <br />merchants to the City Council. The concern was with the possibility of contract management, <br />operation and purchasing for the cafeterias. Although numerous possibiliZies were being con- <br />sidered by the $choql_ administration~ the alternative selected was for in-house management, <br />operation and purchasing, but with greater centralizatinn. Under this arrangement, no con- <br />tractor will be involved, and local merchants will continue to compete for supplying food <br />items. <br /> <br />In summary, the Commission's review of this matter indicates the following: <br /> <br />1) The school administration does not plan to engage any contractor for the <br /> management, operation, or purchasing activities of the school cafeterias. <br />2) The school administration does plan to centralize its cafeteria purchasing <br /> activities by school employees. <br />3) From the centralization of purchasing activities, there is likely to result <br /> fewer, but larger purchases~ and local merchants would continue to compete <br /> for supplying the food items. <br />4) No adverse overall financial impact is anticipated for the City or its <br /> merchants." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, the report to be received as information, <br />and was adopted by unanimous vote. <br /> <br />- NEW BUSINESS <br /> <br /> 77-263 - Mrs. Marian Rawles, P. O. Box 744, Portsmouth, representing Organization for <br />Preservation of Oak Grove Cemetery, spoke and requested the following: <br /> <br /> 'The members of the organization <br />thank you for agreeing to close Godwin <br />surveillance and protection. <br /> <br />to protect and preserve Oak Grove Cemetery wish to <br /> Street gate, except for funerals, and agreeing to close <br /> <br />~S <br /> <br /> <br />
