Munford, 4100 Twin Pines Road, representing Twin Pines & Church- <br />Civic League, spoke and inquired about the following: <br /> <br />1) Why Twin Pines Road was omitted from the priority <br />2) The land ~a~ng~i~ ~ ~f~ont ~f~i~er residence. <br />3) Younger citizens not permitted to build. <br /> <br />list in the sewerage area? <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Elliott, that the matter to be r~ferred to the <br />Portsmouth Redevelopment & Housing Authority to give the Twin Pines area a special designation <br />as the area deserves,~fa~'c~nsidd~tiOn ~y~u~ly.~2~.~9~. and was adopted by unanimous vote. <br /> <br /> 77-265 - Vernon Lee Wilson, 514 Brunswick Road, spoke concerning proper fence or shrubber <br />to enclose back of property from tennis courts. <br /> <br />77-266 - The following received from the School Board was presented: <br /> <br /> "At a special meeting on July 7, 1977, the School Board of the City of Portsmouth adopted <br />the following resolution and directed that it be forwarded to City Council. <br /> <br />~E IT RESOLVED that the School Board of the City of Portsmouth request City <br />Council to appropriate $2,596,100 to cover the costs of the construction of <br />the replacement for James Hurst Elementary School.'" <br /> <br />The following letter from the Municipal Finance Commission was received: <br /> <br /> "At a special meeting held July 7, 1977, the Municipal Finance Commission heard a pre- <br />sentation pertaining to the construction of the James Hurst Elementary School by the Superin- <br />tendent of Schools and the project architect. <br /> <br /> Seven bids were received for the school construction, all within a range of 7.5 percent. <br />The recommended contractor's bid result in a total project cost of $2,738,3000, or $298,300 <br />above the budgeted level of $2,440,000. Through design modifications and deletion of certain <br />items, this overage has been reduced to $156,100 which is 6.4 percent over budget. <br /> <br /> The Commission reviewed in detail the reasons for the cost overage. Additional square <br />footage requirements by the State, the unanticipated need for piling, and the provision for <br />solar surfacing are several of the more significant reasons for the cost overage. After con- <br />siderable deliberation, it Was the unanimous recommendation of the Municipal Finance Commissic <br />that the funding level be increased by $156,100, to a total of $2,296,100, subject to the <br />condition discussed below. <br /> <br /> The Capital Improvements Plan schedules funding for the school as follows: $150,000 in <br />76-77; $946,000 in 77-78; and $1,344,000 in 78-79. The recommended contract ca%ls for a con- <br />struction period of 400 days, which means that the funding will need to be accelerated. A <br />State Literary Loan for the school construction could offset this effect. Accordingly, it is <br />the further recommendation of the Municipal Finance Commission that the School Board apply fo~ <br />a State Literary Loan of at least $500,000. <br /> <br />A project summary is attached for your information." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, to concur in the recommendation of the <br />City Manager that the request for appropriation to go on the agenda for next meeting (July 26, <br />1977) on first reading, and authorization to the School Board to give notice to the contractor <br />to proceed at this point, and was adopted by unanimous vote. <br /> <br /> 77-267 - Motion of Mr. Wentz and seconded by Mr. Barnes to go into the election of <br />members to~he~f-~14~i~?B~l~s~i~!i~a.~~!i~y <br /> Tidewater Regional <br /> Group H~me Commission <br /> Mr. Wentz nominated Garland R. Culpepper~as one appointee for a term of four years, e×- <br />p~ring July 1, 1981 and the City Manager be authorized to make a temporary appointment until <br />City Council can deliberate to make the second appointment. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to close nominations, and the above <br />~ember be appointed as designated and City Manager be authorized to make temporary aopointmentl, <br />and was adopted by unanimous vote. <br /> <br /> <br />
