235 <br /> <br />July 12, 1977 <br /> <br /> That the City Attorney is directed to institute eminient domain proceedings against <br />the following property situate in the City of Portsmouth, Virginia, for the purpose of acquir- <br />ing fee simple title therein, together with any and all easements of access, light or air <br />incident to the lands of of the landowner abutting upon said property in accordance with <br />and pursuant to Sections 2.06, 2.07 and 2.08 of the Charter of the City of Portsmouth (Chapter <br />471 of the Acts of Assembly of 1970, as amended)~ and to deposit to the credit of the clerk <br />of the Circuit Court of the City of Portsmouth as provided by law the sum hereinafter speci- <br />fied to compensate the owners of the parcel of land described as follows: <br /> <br /> Beginning at a point on the north side of Glasgow Street 180 feet from <br /> the northwest intersection of Glasgow and Middle Street; from thence running <br /> north 56.$ feet; thence running east and parallel with Glasgow Street 20 feet, <br /> more or less; thence running north and parallel with Middle Street 46.78 feet; <br /> thence running east and parallel with Glasgow Street 90.65 feet; thence running <br /> north and parallel with Middle Street 10 feet, more or less; thence running <br /> west along the line of the property known as the Macon House property, parallel <br /> with Glasgow Street 118.9 leer'to a point on the line of a lot now or formerly <br /> belonging to the John Wool Estate; thence south and parallel with Middle Street <br /> 115.5 feet; thence running east along Glasgow Street 8 feet, more or less, to <br /> the Point of Beginning. <br /> <br /> Name of the property-owners: Heirs of Sarah A. F. Hodges, Lucrece P. Godwin and W. H. <br />Wilson, Jr.; Jewell E. Rotter and Ernestine B. Rotter; David A. Storms and Janice A. Storms; <br />Dewey E. Storms and Mary P. Storms; David A. ' <br /> <br />The amount to be paid: $1,110.O0." <br /> <br /> AM~$~: Barnes, Early, E~:liott, Holley, Oast, Wentz, <br /> Nays: None <br /> <br />Davis <br /> <br /> 77-260 - "Consideration of a resolutionaamending the Mount Hermon Conservation and Re- <br />development Plan, VA-R-69. <br /> <br /> The proposed amendments, which are minor in nature~ facilitate the plan's compliance with <br />City zoning requirements, eliminates the requirement for underground electrical service in <br />the conservation area, eliminates references to specific types of residential construction, <br />and eliminates a proposed service road parallel to High Street between Douglas and M~unt <br />Vernon Avenues inoorder to allow for single family development in that area. These changes <br />have previously been considered&and have been recommended by the City Planning Commission. <br />The City Manager recommends adoption." <br /> <br /> Danny E. Crace, Director of Development, PRHA, was present to answer questions on the <br />proposed amendments. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following resolution ~as adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 2 TO THE CONSERVATION AND REDEVELOPMENT <br />PLAN EOR THE MOUNT HEIhlION CONSERVATION AND REDEVELOPMENT PROJECT, VA. Rr69. <br /> <br /> WHEREAS, this Council by resolution adopted September 12, 1972 approved a Conservation <br />and Redevelopment Plan for the Mount Hermon Conservation and Redevelopment Project, VA. <br />R6§~; and <br /> <br /> WHEREAS, there has been presented to this body for consideration and approval, a copy <br />of an amended Conservation Plan for the project area, dated March, 1977, which plan consists <br />of 19 pages; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this <br />amendment is in the best interest of the City's renewal effort; and <br /> <br /> WHEREAS, said Amendment No. 2 has been carefully reviewed and said Conservation Plan <br />conforms to the general plan for development of the City of Portsmouth as a whole; and <br /> <br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />inhabitants that said amendment be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Amendment No. 2 to the Conservation Plan and Redevelopment Plan for the Mount <br />Hermon Project, VA. R-69, having been duly reviewed and considered, it is hereby found: <br /> <br /> (a) That the objectives of the Mount Hermon Conservation and Redevelopment Project, <br />VA. R-69 can be better achieved by the adoption of said amendment. <br /> <br /> (b) That Amendment No. 2 for the project area conforms to the general plan for <br />the City of Portsmouth. <br /> <br /> 2. That Amendment No. 2 to the Mount Hermon Conservation and Redevelopment Plan, VA. <br />R-69 is hereby approved and the City Clerk is hereby directed to file a copy of said amendmen <br />with the minutes of this meeting." <br /> <br />Ayes: Barnes., Early, Holley, Oast, Wentz, Davis <br />Nays: Elliott ~ <br /> <br /> <br />
