On motion of Mr. Barnes andmaco_nReg by Mr. Oast, the following resolution was adopted, . and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY OWNED PROPERTY TO THE PORTSMOUTH PARKING AUTHORITY (WATERFRONT DEVELOPMENT PROJECT - SOUTH END). WHEREAS, the City of Portsmouth owns a certain hereinafter described parcel of property which is needed for the construction of the parking facility and twin office towers; and WHEREAS, { 2.09(c) of the Charter of the City of Portsmouth provides that the City may convey property to the Commonwealth of Virginia or any political subdivision thereof, without advertisement and without receiving bids; and WHEREAS, the Portsmouth Parking Authority is a political subdivision of the Commonwealth of Virginia. P~rsuant to State law. notice has been duly posted following a public hearing before the Planning Commission. The appointment of viewers is required by State law.
