<br /> ENGINEERING SURVEY, AND DESIGN OF DRAINAGE IMPROVEMENTS FOR THE MID-CITY AREA,
<br /> WESTWOOD AND LANIER GARDENS, STREET IMPROVEMENTSFFOR DOUGLAS PARK AND CHOATE
<br /> STREET."

<br /> 77-274 "Consideration of an ordinance on first reading to appropriate $2,446,100
<br />from the Capital Improvements Fund for construction of the new James Hurst Elementary School.
<br />
<br /> This appropriation will provide the necessary funds for the construction of the replace-
<br />ment for James Hurst Elementary School. A previous appropriation in the amount of $150,000
<br />provided for the architectural and engineering expenses. This appropriation together with"the
<br />previous one, will provide a total project funding of $2,596,100. A State Literary Loan of
<br />at least $500,000 will be obtained by the Portsmouth School Board during the fiscal year for
<br />partial funding of this project at an interest rate of three percent. The maximum State
<br />Literary Loan for a single construction project is $750,000, and this latter amount will be
<br />requested by the School Board. The City Manager recommends adoption on first reading."

<br /> Dr. M. E. Alford, Superintendent of Schools, was present to answer questions as presented
<br />by Council.

<br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $2,446,100 FROM THE CAPITAl IMPROVEMENTS FUND FOR
<br />CONSTRUCTION OF THE NEW JAMES HURST ELEMENTARY SCHOOL."

<br /> 77-275 - "Consideration of an ordinance on first reading to appropriate $102,268 from the
<br />Mental Health Fund for the operation and administration of the Methadone Program.
<br />
<br /> This appropriation is required in the Mental Health Fund due to the transfer at the
<br />State level from the State Department of Health to the State Department of Mental Health and
<br />Mental Retardatinn of the Methadone Program to include operation and administration. The funds
<br />included in this appropriation are 100% State funds being provided from the Department of
<br />Mental Health and Mental Retardation. This will increase the total budget for Mental Health
<br />and Mental Retardation; but, the City share will remain the same as appropriated in the 1977-
<br />78 budget. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $102,268 FROM THE MENTAL HEALTH FUND FOR THE
<br />OPERATION AND ADMINISTRATION OF TH£ METHADONE PROGRAM."

<br /> 77-276 "Consideration of an ordinance on first reading to appropriate $300,000 from the
<br />Capital Improvements Fund for the construction of the proposed public improvements on Water
<br />Street relating to the implementation of the Waterfront Development Plan.
<br />
<br /> This appropriation will provide the necessary funds in order to reconstruct the southern
<br />terminus of Water Street and those sections of King and Columbia Streets between Water and
<br />Crawford Parkway. This reconstruction is necessary in order to provide the required public
<br />improvements associated with future development in the southern section of the Crawford Harbor
<br />Plan, including the proposed City Hall/office building complex. The City Manager recommends
<br />adoption.
<br />
<br />Consideration of a motion to award lowest responsible bid in the amount of $228,105."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved on
<br />first reading, and by unanimous vote:

<br /> 77-277 "Consideration of an ordinance on first reading to appropriate $44,305.21 in
<br />the Anti-recession Fiscal Assistance Fund for the final payment on the contract with Portsmout
<br />Ambulance Service, Inc., for the period ending April 30, 1977.
<br />
<br /> This appropriation together with the monthly payments made during the last 12 months
<br />of the contract brings the total for one year's operation to ~94,305.21. The City Manager
<br />recommends adoption on first reading.
<br />
<br /> On motion of Mr. Barnes and seconded by ~r. Early, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> "AN ORDINANCE TO APPROPRIATE $44,305.21 FROM THE ANTI-RECESSION FISCAL ASSISTANCE
