<br /> In summary, the survey indicates that a sufficiently large number of employees are in-
<br />terested in employee funded benefits to warrant consideration of that interest by the City,s
<br />administration and the Retirement Board of Trustees. Employee funding should be considered
<br />as an alternative in future retirement decisions. However, the survey results are not in-
<br />consistent with the changes currently proposed; and it is recommended that those changes be
<br />adopted at this time."

<br />77-264 - The following letter received from Director of Redevelopment and HoUsing
<br />Authority, concerning Twin Pines a~ea referred from meeting of July 12, 1977, was Fres~nt~d:

<br /> "In accordance with your June 12, 1977 request to the Authority to review the Twin Pines
<br />are of the City, we have compiled a great deal of information and have reached some preliminary
<br />conclusions regarding what we feel would be the most appropriate gctions £o be taken in this
<br />area. However, these particular recommendations should be delayed until we receive more
<br />tailed demographic information which was compiled some time ago in an independent study
<br />undertaken by the residents of this neighborhood. In a July 20,1977 meeting with residents
<br />of Twin Pines and City and Authority staff members, the neighborhood agreed to provide copies
<br />of this report which will hopefully be received shortly. Following our review and incor-
<br />poration of this information in our analysis, we will immediately forward to you and other
<br />members of the Council these findings and recommendations.

<br /> In co~u~ion with community development planning, funds have been included within the
<br />proposed 1978 Community Developmen~ Program to provide for the subsequent analysis of such
<br />areas and the prioritization of requests for impFovement programs from neighborhoods through-
<br />out the City. The Commissioners would like the opportunity to meet with you and individual
<br />members of the Council to review the Twin Pines Study, and, equally as important, our
<br />analyses of several areas in the City where redevelopment or conservation treatment appears
<br />to warrant consideration. As you are well aware, this type system is crucial in view of a
<br />very limited amount of CD funds, ongoing programs in the locality and the total need for re-
<br />development within this community.

<br /> We look forward to discussing this matter further with you and if you have any questions
<br />regarding the Twin Pines area at this time, please let us know."

<br /> Joseph Preziotti, Jr., 4217 Quince Road, representing Twin Pines Advocate, spoke in
<br />favor of the approach being taken and not to lose the priority of sanitary sewers.

<br /> The following reports from the City Manager were presented:

<br /> 77-272 - "Consideration of an ordinance on first reading to appropriate $54,000 from
<br />the Grants Fund to establish a Summer Food Program for Children.
<br />
<br /> This appropriation will provide the necessary funds to continue a Summer Lunch Program
<br />for Children to be sponsored by the Department of Pa~ks and Recreation. The Project will
<br />offer free lunches at 13 sites to children 18 and below and will operat~ through the month
<br />of August, The Lunch Program is funded completely by the Department of Agriculture and no
<br />local match is required. The City Mahager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. ~lliott, the following.ordinance was approvet
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $54,000 FROM THE GRANTS FUND FOR THE SUMMER FOOD
<br />SERVICE PROGRAM FOR CHILDREN."

<br /> 77-273 -"Consideration of an ordinance on first reading to appropriate $70,000 from
<br />the Capital Improvements Fund for the engineering survey and design of drainage improvements
<br />for the Mid-City area, Westmoreland and Lanier Gardens;' and,. street improvements for Douglas
<br />Park and Choate Street.
<br />
<br /> This appropriation will provide the necessary funds to complete the engineering survey
<br />and design specifications for the projects outlined above. The design funds for these proj-
<br />ects were included as part of the 1977-78 Capital Work Program adopted by resolution at the
<br />previous meeting. The City Manager recommends adoption on first reading."

<br /> Motion of Mr. Barnes and .seconded by Mr. Eltiott, to adopt the ordinance.

<br /> Motion of Mr. oast end seconded by Mr. Early, to amend the ordinance and change the
<br />word Westmoreland to Westwood, and was adopted by unanimous vote.
