249 .?~ly 26. 3[977 WHEREAS, City of Portsmouth has made application to vacate, close and discontinue Parcels I, II, III, IV and V, the hereinafter described portion of certain streets, and it gp~ea~i~g~a~N~:~i~e::~f`::A~ic~t~a~d~r~es~i:f~:~:tA~A~me~e£dViewers was duly posted July 12, 1977 on the bulletin board of'the CircUit Cour% 0f the City of Portsmouth, the bulletin board of the City Hall Building of the City of Portsmouth and the bulletin board of the General District Court, Civil Division of the City of Portsmouth. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that Frank N. Bilisoly, Harrison Miller, A. N. Kendrick, Linon Vann and C. E. Ellis be appointed viewers and Louis J. Leitner be appointed an alternate viewer in the event one of the preceding viewers fails to participate. Said viewers to view the hereinafter described portions of such streets and to report to this Council in writing whether in their opinion any, and if any, what inconvenience would result in vacating and closing the following: PARCEL I PINNERS AVENUE Beginning at the existing northeast corner of Spencer Street an~ Pinners Avenue; thence along the northern right of way of Pinners Avenue N84 46'OO" E a distance of 200' to the eastern terminus of Pinners Avenue; thence SO5715'00" E a distance of 60' to the southern right of way of Pinners Avenue; thence along the southern right of way of Pinners Avenue S84° 46'O0" a distance of 200' to the existing southeast corner of Pinners Avenue and Spencer Street thence NOS° 1S'OO" W a distance of 60' to the POINT OF BEGINNING. (S-77-14) PARCEL II - CAROLINA AVENUE Beginning at the existing northeast corner of Spencer Street andzCarolina ~Kenue; thence along the northern right of way of Carolina Avenue N84046'OO'' E a distance of 200' to the eastern terminus of Carolina Avenue; thence S05°t5'OO'' E a distance of 60' to the southern right of way of Carolina Avenue S84~46'O0" W a distance of 200' to the existing southeast corner of Carolina Avenue and Spencer Street. Municipal corporations throughout the State of Virginia have established Mayor's Committees on the Handicapped for the purposes of advising and informing the public and private sectors of the Cit~ of Portsmouth of the problems which face handicapped persons on employment, housing, travel, and the use of facilities open to the Public. This committee will act on behalf of the City of Portsmouth in an advisory capacity. The City Manager recommends adoption."
