<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION CREATING THE MAYOR'S COMMTTEE ON THE HANDICAPPED.
<br />
<br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Mayor is
<br />authorized to appoint a committee to be known as "The Mayor's Committee On The Handicapped",
<br />such committee to have no more than seven (7) members to be appointed to serve terms of two
<br />(2) years. The committee so appointed is authorized and instructed to work toward the purpose
<br />of advising and informing the public and private sectors of the City of Portsmouth and environ
<br />of the problems facing handicapped persons in matters of employment, housing, travel and the
<br />use of facilities that are open to the public; the committee is urged to work with architects
<br />and building contractors in efforts to design barrier-free buildings which will be readily
<br />accessible to handicapped persons and to strive for improvement in the quality of the life
<br />style of the handicapped person in the City of Portsmouth.
<br />
<br /> In giving consideration to problems facing handicapped persons, the committee shall be
<br />guided in general by the d~finition of "handicapped" as defined by the laws of the Common-
<br />wealth of Virginia and the Board of Education of the Commonwealth of Virginia, and "handi-
<br />capped'' shall include by way of illustration, but not limitation, persons who are mentally
<br />retarded, physically handicapped, emotionally disturbed, learning disabled, speach impaired,
<br />hearing impaired, visually impaired and multiple impaired or handicapped."

<br />
<br /> 77-288- "Consideration of a resolution authorizing the City Manager to convey to the
<br />portsmouth Port and Industrial Commission a parcel of City,owned property (a .5 acre parcel
<br />near the Georgia Pacific property).
<br />
<br /> This small .5 acre parcel was acquired from the Elizabeth River Tunnel Commission in
<br />1969. Interest has been shown to purchase this property to benefit port development. The
<br />City Manager recommends adoption."
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was
<br />adopted, and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY 5~NAGER TO CONVEY CITY-OWNED PROPERTY TO
<br />THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION.
<br />
<br /> WHEREAS, the City of Portsmouth desires to convey to the Portsmouth Port And Industrial
<br />Commission a certain parcel of property which is hereinafter described; and
<br />
<br /> WHEREAS, the said parcel is no longer needed by the City of Portsmouth and is hereby
<br />declared to be excess; and
<br />
<br /> WHEREAS, Section 2.O9(c) of the Charter of the City of Portsmouth provides that the City
<br />may convey property to the Commonwealth of Virginia or any political subdivision thereof,
<br />without advertisement and without receiving bids; and
<br />
<br /> WHEREAS, the Portsmouth Port And Industrial Commission is a political subdivision of
<br />the Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to convey the following described p~operty
<br />to the Portsmouth Port And Industrial Commission:

<br /> All 'that certain piece or parcel of land, situate lying and being in the
<br />City of PortsmoUth, Virginia, bounded and described as follows:
<br />
<br /> ~ Beginning at a point, said point being 57.66 feet west of Station 12 plus
<br />53.06 on the centerline of the northwest ramp as referenced on the Virginig
<br />Department of Highways and Transportation Project Route No. 58, Project No.
<br />0058-124-102, C-501, PE-IO1, Right of Way Sheet No. 11 as recorded in the
<br />Clerk's Office of the Circuit Court of the City of Portsmouth in Map Book
<br />6, Page 31; from said Point of Beginning S41~10'29" west 22.25 feet to a
<br />point; thence S54~55'26" east 14.94 feet to a point; thence NO5°25'44''
<br />east 25.45 feet to the Point of Beginning. Said parcel containing 165
<br />square feet of land.
<br />
<br />BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to complete
<br />transactions and execute all documents incident to such conveyance."

<br /> 77-Z89 - "Consideration of a resolution to provide for the acquisition of. certain pro-
<br />perty by condemnation, said property being necessary for the construction of the new Twin~
<br />Pines recreation area,
<br />
<br /> Efforts to negotiate the acq~i~sitianof these properties have failed after numerous
<br />attempts. The present Twin Pines reCreation area is within the right-of-way of the Western
<br />Freeway. This ne~ Twin Pines recreation area is necessary to meet ~he cOmmitments, to the
<br />citizens of Twin Pines to provide a new recreation area. The City Hanager recommends adoption."
