257 <br /> <br />August 9, 1977 <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $23,185 FROM THE GRANTS FUND IN ORDER TO ESTABLISH <br />A SELECTIVE ENFORCEMENT PROGRAM IN THE POLICE DEPARTMENT." <br /> <br /> 77-302 "Consideration of an ordinance to amend the City Code pertaining to the City's <br />license tax for coin operated machines. <br /> <br /> Due to a recent change in State law which provides a limitation on the City's license <br />tax for the operation of coin operated machines not to exceed $200, this amendment is necessar' <br />in order to bring the City's ordinance into compliance with the State law. The present City <br />ordinance establishes a fee of ~300 for this license. The City Manager recommends adoption." <br /> <br /> On motiQn of Mr. Wentz and seconded by Mr. Barnes, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMEND SECTION 20-78(b) OF THE CITY CODE PERTAINING TO LICENSE <br />TAX FOR COIN OPERATED MACHINES." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-303 "Consideration of an ordinance closing a 12' alley in the vicinity of Dail's <br />Hardware, Inc. <br /> <br /> By resolution adopted June 14, 1977, viewers were appointed pursaunt to S~ate law to <br />make a recommendation on a petition of Dait's Hardware, Inc. The viewers have reported in <br />writing that no inconvenience would result from the closing and discontinuance of said alley. <br />The City Manager recommends adoption." <br /> <br /> C. W. Harman, 301 Mimosa Road, property owner of 4399 Portsmouth B6ulevard, spoke <br />against closing of the alley because it would close off entrance to his building. <br /> <br /> Motion of Mr. east and seconded by Mr. Elliott, the ordinance to be deferred for further <br />report from the City Manager at the meeting of August 23, 1977, and was adopted by unanimous <br />vote. <br /> <br /> 77-304 "Consideration of a resolution approving amendment #10 to the Redevelopment Plan <br />for the Crawford Urban Renewal Project, VA. R-S3. <br /> <br /> Council, Portsmouth Redevelopment and Housing Authority, and the City Planning Commission <br />held a joint public hearing on July 26, 1977. The Portsmouth Redevelopment and Housing Author- <br />ity has resolved its approval of such plan and the City Planning Commission has recommended <br />adoption of same. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Bar~es and seconded by Mr. Oast, the following ~esolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 10 TO THE REDEVELOPMENT PLAN FOR THE <br />CRAWEORD URBAN RENEWAL PROJECT, VA. R-SS. <br /> <br /> WHEREAS, this Council by resolution adopted August 1, 1967 approved a Redevelopment Plan <br />for the Crawford Urban Renewal Project, Va. R-SS, Portsmouth, Virginia, which has been amended <br />from time to time; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has made detailed studies <br />of the amendment to the Crawford Urban Renewal Project, Va. R-S3 and has resolved that this <br />action is viable and in the best interest of the renewal effort; and <br /> <br /> WHEREAS~ the Planning Commission of the City of Portsmouth has reviewed such proposed <br />amendment and recommends adoption of same. <br /> <br /> WHEREAS, said Amendment No. 10 has been carefully reviewed and said Redevelopment Plan <br />conforms to the general plan for the development of the City of Portsmouth as a whole; and <br /> <br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its inhabi~ <br />rants that said amendment be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That A~eAdm~t No. 10 to the Redevelopment Plan for the Crawford Urban Renewal <br />Project, Va. R-S3 having been duly reviewed and considered, it is hereby found: <br /> <br /> a. That the objectives of the Crawford Urban Renewal Project, Va. R-53 Portsmouth, <br />Virginia can be better achieved by the adoption of said Amendment. <br /> <br /> b. That Amendment No. 10 for the <br /> projiect area conforms to the general plan for the <br />City of Portsmouth as a whole. <br /> <br /> c. That Amendment No. 10 will afford maximum opportunity, consistent with the needs <br />of the City as a whole. <br /> <br /> <br />
