<br />77-173 The following ordinance presented for first and final reading:

<br />"AN ORDINANCE TO AMEND SECTION 24=100(a) OF THE CODE OF THE CITY OF PORTSMOUTH
<br />PERTAINING TO FEES FOR USE OF CITY PARK GOLF COURSE."
<br />
<br /> Arthur Hughes, 5708 Barberry Lane, spoke regarding angle parking at City Park and to
<br />consider not to adopt the amendment to the above ordinance and no action be taken until the
<br />end of the year and review the matter at that time.
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Oast, the ordinance was adopted on first and
<br />final reading, and by the following vote:

<br />The following reports from the City Manager were presented:

<br /> 77-299 , "Consideration of an ordinance on first reading to appropriate $60,000 from the
<br />Capital Improvements Fund for expenses involved in a sur~ey control throughout the City.
<br />
<br /> This appropriation will provide the necessary funds to begin horizontal and vertical
<br />survey control of the entire City. The useful number of monuments will be estimated, which
<br />will be reflected from geodetic positions which are presently located sparsely throughout the
<br />City. The survey control when completed will substantially reduce the work time of the City
<br />survey crews. The City Manager recommends adoption on first reading.''~

<br /> On motion of Mr. Early and seconde~ by Mr. Barnes, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $60,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />EXPENSES INCURRED DEVELOPING A SURVEY CONTROL."

<br /> 77-300 - "Consideration of an ordinance on first reading to appropriate $10,000 for sur-
<br />veying and engineering costs in the Truxton area.
<br />
<br /> This appropriation will provide the necessary funds for surveying and engineering of the
<br />Truxton area, as provided for in the 1977-78 Capital Improvements Program. This item is
<br />number 7 on the street improvements priority list. The City Manager recommend~ adoption on
<br />first reading."

<br />SURVEY AND ENGINEERING COSTS IN TRUXTON."

<br /> 77-301 - Consideration Of' an ordinance on first reading to appropriate $23,185 from the
<br />Grants Fund to establish a Selective Enforcement Unit within the Police Department.
<br />
<br /> This appropriation will provide the necessary resources to establish a Special Police
<br />Patrol Unit. The purpose of this unit is to intensify efforts to keep~drunk drivers off the
<br />road. This project provides one police vehicle, fully equipped, and funds to reimburse the
<br />Police Department for patrol time. It is estimated that the unit will be on patrol for 60
<br />hours each week. The funds for this project are provided by the State Highway Safety Division
<br />and no local match is required. The City Manager recommends adoption on first reading."
