<br />At a regular meeting of the City Council held on August 9, 1977, there were present:

<br />
<br /> Rev. Otis Zirkle, Pastor, Holy Communion Lutheran Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Early, minutes
<br />1977, and minutes of the regular meeting of July 26, 1977,
<br />adopted by unanimous vote.

<br /> 77-272 - The following ordinance approved on first reading at the regular meeting of
<br />July 26, 1977, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $54,000 FROM THE GRANTS FUND FOR THE SUMMER FOOD
<br />SERVICE PROGRAM FOR CHILDREN."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:
<br />
<br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis
<br />Nays: None
<br />
<br /> 77-273 The following ordinance approved on first reading at the regular meeting of
<br />July 26, 1977, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $70,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />ENGINEERING, SURVEY AND DESIGN OF DRAINAGE IMPROVEMENTS FOR THE MID-CITY AREA,
<br />WESTWOOD AND LANIER GARDENS, STREET IMPROVEMENTS FOR DOUGLAS PARK AND CHOATE
<br />STREET."

<br />Motion of Mr. Wentz and seconded by Mr. Oast to adopt the ordinance.
<br />
<br /> Motion of Mr. Went~ and seconded by Mr. Barnes, to amend the
<br /> Westmoreland instead of Westwood, and the ordinance was adopted,
<br />following vote:

<br /> 77-274 - The following ordinance approved on first reading at the regular meeting of

<br />"AN ORDINANCE TO APPROPRIATE $2,446,100 FROM THE CAPITAL IMPROVEMENTS FUND FOR
<br />CONSTRUCTION OF THE NEW JAMES HURST ELEMENTARY SCHOOL."

<br /> On motion of Mr. Wentz and seconded by Mr. Baznes, the ordinance was adopted, and by
<br />the folloWing vote:

<br /> 77-275 - The following ordinance approved on first reading at the regular meetihg of
<br />July 26, 1977, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $102,268 FROM THE MENTAL HEALTH FUND FOR THE
<br />OPERATION AND ADMINISTPATION OF THE METHADONE PROGRAM."

<br /> On motion of Mr. Wentz and seconded by Mr. Oast, the ordinance was adopted, and by the
<br />following vote:

<br /> 77-276 - The following ordinance approved on first reading at the regular meeting of
<br />July 26, 1977, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $300,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />CONSTRUCTION OF THE PROPOSED PUBLIC IMPROVEMENTS ON WATER STREET RELATING TO THE
<br />IMPLEMENTATION OF THE WATERFRONT DEVELOPMENT PLAN."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by
