<br /> 77-321 "Consideration of an ordinance on first reading to appropriate $299,662 from
<br />the Grants Fund for the third year operation of the Sn~theastern Virginia Alcoholic Safety
<br />Action Project.
<br />
<br /> This appropriation will allow the Southeastern Virginia ASAP to operate for a third year
<br />The ASAP Program became operational in July, 1975, and since that time has offered educational
<br />and counseling services to persons charged with driving under the influence of alcohol. The
<br />education and counseling programs were begun as alternatives to a fine and:loss of license.
<br />When the program began it included only the jurisdictions of Portsmouth and Suffolk. During
<br />the past two years it has expanded to include Chesapeake, Franklin, Isle of Wight, Southampton
<br />and Smithfield. The ASAP program is supported largely by fees paid by participants with each
<br />participant paying a fee of $200. In addition, the State Highway Safety Division, through a
<br />grant from the Federal Government, contributes monies for the support of a treatment program
<br />for persons classified as serious alcoholics. The City of Portsmouth is not required to make
<br />any cash contributions to the support of the program. The City Manager recommends adoption on
<br />first reading."

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> 77-S22 - "Consideration of an ordinance on first reading to appropriate $10,000 from the
<br />Grants Fund to establish a Drug Abuse Counseling Program in the NorfGlk City Jail.
<br />
<br /> This appropriation will provide, the necessary funds to establish a Drug Abuse Counseling
<br />Program in the Norfolk City Jail. The Portsmouth Mental Health and Mental Retardation Board
<br />has entered into a contract with the City of Norfolk to provide this service through the
<br />Portsmouth Drug Free Center. The project will employ two additional part-time counselors and
<br />is funded entirely from the Law Enforcement Assistance Administration. The City Manager
<br />recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Etliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />Capital Improvements Fund for bond
<br />the fall of 1977.

<br />ordinance on first reading to appropriate $20,000 from the
<br />issue expenses for a proposed $10 million bond sale during
<br />
<br /> This appropriation will provide the funds necessary for bond rating, legal fees, printing
<br />fees, and associated expenses for the sale of $7 million General Obligation Bonds and $3 milli
<br />Public Utility Bonds. A letter is attached from the Municipal Finance Commission which recom-
<br />mends that these bonds be sold on or before November 1, 1977. The bond proceeds will be used
<br />to fund general governmental and public utility capital projects. Subject to the approval
<br />of this appropriation, bond counsel will be contacted to provide guidance in the preparation
<br />of a council resolution to authorize the sale of bonds, which will be submitted for your con-
<br />sideration at a later date. The City Manager recommends adoption on first reading."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR BOND
<br />ISSUE EXPENSES FOR A PROPOSED $10,000,000 BOND SALE IN THE FALL."

<br /> 77-324 "Consideration of a motion authorizing award to lowest responsible bidders
<br />for off-site drainage'improvements for the James Hurst Elementary School."
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to award contract to Major T. A~chbell
<br />Inc.; being lowest responsible bid in the amount of $34~23i; Empire Sales, Inc., being lowest
<br />responsible bid in the amount of $13,791 for pipes, was adopted by unanimous vote.
<br />
<br /> 77-325 "Consideration of an ordinance closing a potion of the following streets:
<br />,Scott, Griffin, Race and Wythe Streets.
<br />
<br /> By resolution adopted dated May 31, 1977, viewers were appointed pursuant to State law.
