266 <br /> <br />August 23, 1977 <br /> <br />"Consideration of a motion to award bids to the lowest responsible bidders." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Holley, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $210,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />CONSTRUCTION oF PARkiNG LOTS IN THE DLDE TOWNE CONSERVATION PROJECT~" <br /> <br /> Mo~ion of Mr. Barnes and seconded by Mr. Oast, to award contract to Portsmouth Paying <br />Corporation, being lowest responsible bid, in the amount of $183,583; Empire Sales, Inc. for <br />pipes, and was adopted by unanimous vote. <br /> <br /> 77-328 - Motion of Mr. Barnes and seconded by Mr. Elliott, to suspend the rules for <br />Mr. Frank L. Kirby to speak, and was adopted by unanimous vote. <br /> <br /> Mr. Kirby, representing the Portsmouth Chamber of Commerce, spoke regarding Amtrak <br />service available to Portsmouth and presented the following information: <br /> <br /> "Bus connecting service between Norfolk-Portsmouth-S6ffolk and the Seaboard Station at <br />North Petersburg with the following trains: <br /> <br /> Trains #34 & 35 "The Hilltopper"serving Lynchburg, Roanoke, Cincinnati <br /> and Chicago. <br /> <br /> Trains #81 & 82 "The Silver Meteor" serving Raleigh, Columbia, Jacksonville, <br /> Orlando (Disney World), Miami, Tampa and St. Petersburg. <br /> <br />Trains #89 & 90 "The Palmetto" serving the Carolinas, Charleston and Savannah <br />on the south and Washington and New York on the north. <br /> <br /> Amtrak's failure thus far to launch an advertising program to promote this service is <br />a continuing disappointment to us. The Chamber is justly proud of having induced Amtrak to <br />include Portsmouth as a stop for its connecting train services at North Petersburg. <br /> <br /> I am enclosing to City Manager Williams a number of the Amtrak notices with the <br />that Portsmouth connecting service be docketed for the information of the Portsmouth <br />public." <br /> <br /> Mr. Kirby urged Council to adopt a resolution to be forwarded to Amtrak. <br /> <br />and <br /> <br />suggestio <br />general <br /> <br />Motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted, <br />by the following vote: <br /> <br />"A RESOLUTION ENCOURAGING AMTRAK TO FULLY PROMOTE AND DEVELOP PASSENGER <br />RAIL SERVICE IN THE TIDEWATER VIRGINIA AREA. <br /> <br /> WHEREAS, passenger rail service is a good, economical and energy efficient mode of transp~ <br />portation for residents of Tidewater Virginia; and <br /> <br /> WHEREAS, an effective advertising and promotional program to inform the public of such <br />services is necessary. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Amtrak is encouraged to fully promote and develop passenger rail service ~n the Tide- <br />water Virginia area. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward <br />a certified copy of this resolution to the Portsmouth Chamber of Commerce." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Wentz, Davis <br />Nays: None <br /> <br /> <br />
