268 <br /> <br />August 25~ 1977 <br /> <br /> 77-526 - On motion of Mr. Barnes and Secondedbby Mr. Oast, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING ~THE CITY MANAGER TO ENTER INTO A CLOSEOUT AGREEMENT <br /> FOR PARK VIEW CONSERVATION AND REDEVELOPbiENT PROJECT VA. R-48. <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority (PRHA) has undertaken a <br />redevelopment program with financial assistance from the Department of Housing And Urban <br />Development (HUD) and local cooperation by the City, with programs identified as "Park View <br />Conservation and Redevelopment Project, Va. R-48; and <br /> <br /> WHEREAS, the PRHA entered into Loan and Contract No. Va. R-48 with HUD to provide federal <br />financial assistance for undertaking of the program; and <br /> WHEREAS, on June 25, 1968, PRHA and the City entered into a cooperation agreement, said <br />agreement having been amended from time to time, by which the City agreed to, and did provide, <br />certain local assistance for the program; and <br /> WHEREAS, the parties hereto desire to enter into a financial settlement of the program <br />as authorized by Section ll2 of the Housing And Community Development Act of 1964 (PL93-385) <br />and the provisions of 24CFR Part 570. sub-part I; and <br /> WHEREAS, it is certified that environmental review.pursuant to 24CFR Part 58.20 has <br />been completed by PRHA, and that the citizen participation required under Section $70.805(d)(2 <br />of said Federal Registrar has been completed. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the City <br />Manager is authorized to sign a Closeout Agreement for the Park View Conservation And Redevelo <br />ment Project Va. R-SS. <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority (PRHA) has undertaken a <br />redevelopment program with financial assistance from the Department of Housing And Urban <br />Development (HUD) and local cooperation by the City, with programs identified as "Crawford <br />Urban Renewal Project, Va. R-SS; and <br /> <br /> WHEREAS, the PRHA entered into Loan and Contract No. Va. R-55 with HUD to provide federal <br />financial assistance with the undertaking of the program; and <br /> <br /> WHEREAS, on August 8, 1967, PRHA and the City entered into a cooperation agreement, <br />said agreement having been amended from time to time, by which the City agreed to, and did <br />provide, certain local assistance for the program; and <br /> <br /> ~WHEREAS, the parties hereto desire to enter into a financial settlement of the program <br />as authorized by Section 112 of the Housing And Community Development Act of 1964 (PL95-383) <br />and the provisions of 24CFR of Part 570, sub-part I; and <br /> <br /> WHEREAS, it is certified that environmental review pursuant to 24CFR Part 58.20 has <br />been completed by PRHA, and that the citizen partici~a~tion required under Section S70.805[d)(2 <br />of said Federal Registrar has been completed. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the City <br />Manager is authorized to sign a Closeout Agreement for the Crawford Urban Renewal Project <br />Va.
