27_6 <br /> <br />September 1~ 1977 <br /> <br /> On motion of Mr. Wentz, and seconded by Mr. Oast, the following resolution was adopted, <br />and~by the following vote: <br /> <br />"A RESOLUTION ACCEPTING THE BID TO PURCHASE CITY-OWNED PROPERTY; AUTHORIZING <br />THE CITY },~NAGBR TO CON-V'EY SAID PROPERTY TO TAYLOR BROS. BUILDERS, INC. <br /> <br /> WHEREAS, the City of Portsmouth advertised the sale of certain hereinafter described <br />City-owned property at public auction on the 19th of August, 1977; and <br /> <br /> WHEREAS, Taylor Bros. Builders, Inc. was the last and highest bidder at said auction <br />for the amount of $7,100.00; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems such bid to be a reasonable price <br />for the sale of said property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the bid of Taylor Bros. Builders, Inc. in the amount of gT,1OO.OO for the purchase <br />of the hereinafter described City property be accepted. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to convey <br />the following described property to Taylor Bros. Builders, Inc.: <br /> <br /> All that certain lot, piece or parcel of land, with the <br />buildings and improvements thereon, and the appurtenances <br />thereunto belonging, situate, lying and being in the City of <br />Portsmouth, Virginia, known and designated as "Well Site" on <br />that certain plat entitled, "Edgefield, Section 7" recorded in <br />the Clerk's Office of the Circuit Court of the City of Chesa- <br />peake, Virginia, in Map Book 43, page 67. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to complete <br />all transactions and execute al/ documents incident to such conveyance." <br /> <br />Ayes: Barnes, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-347 "ConsideRation of a resolution encouraging the citizens of Portsmouth to vote <br />for the $125,000,000 bond issue for Capital Improvement projects throughout the State in- <br />cluding port facilities. <br /> <br /> This resolution supports all capital improvements included in the proposed bond issue; <br />specifically, the proposed improvements for the port facilities. The extra capacity at the <br />terminals is needed to insure availability of Virginia ports to fsreign and domestic markets. <br />The ports affect not only Hampton Roads; but, economic kenefits throughout the State. This <br />resolution~ts out the official position of the Council and encourages the citizens of Ports- <br />mouth to vote for the $125,000,000 bond issue. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION URGING THE CITIZENS OF <br />VIRGINIA TO SUPPORT THE $125,000,000. <br />PORT IMPROVEMENTS. <br /> <br />PORTSMOUTH AND THE COB~O~'~EALTH OF <br />BOND ISSUE PERTAINING IN PART TO <br /> <br /> WHEREAS, the ports have demonstrated the ability to pay for operations and will therefore <br />be of no continuing operating cost to the citizens of Virginia; and <br /> <br /> WHEREAS, the extra capacity at the terminals <br />from every part of Virginia's economy through the <br />and <br /> <br />is needed to insure a smooth flow of goods <br />Ports of Virginia to foreign markets; <br /> <br /> WHEREAS, the ports affect not only Hampton Roads but economic benefits ripple throughout[ <br />the state. Approximately, 113,000 people in Virginia hold jobs related to waterborne commerce. <br />A~other 142,000 jobs are linked to harbor activity. One in every six Virginians owes his <br />livelihood to the ports. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City, pr Portsmouth, Virginia, <br />that this Council strongly urges the citizens of the City of Portsmouth and the Commonwealth <br />of Virginia to support the $125,000,000. bond issue pertaining in part ~o port improvements. <br /> <br /> BE IT FURTHER RESOLVED that this resolution be distributed to municipal agencies and <br />civic organizations." <br /> <br />Ayes: Barnes, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-548 - "Comsideration of a resolution authorizing the City Manager to amend <br />Community Development application. <br /> <br />the 1977-7~ <br /> <br /> This amendment is required based on the-City's success in acquiring $50,000 of Coastal <br />Zone Management funds for the installation of water mains on Elm Avenue and Victory Boulevard <br />and Burton Point Road. The City has been required to obtain the Department of Housing and <br />Urban Development's approval to administer this grant on behalf of the Coastal Pla~mRegional <br />Commlission. This amendment, ther6fore~ is required since the Commission is not staffed to <br /> <br /> <br />
